Bylo by v\u0161ak \u00fa\u010deln\u00e9, kdybyste pro \u0161ir\u0161\u00ed okruh \u010dten\u00e1\u0159\u016f bl\u00ed\u017ee charakterizoval Ustav fyziky atmosf\u00e9ry a jeho aktivity.<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">N\u00e1\u0161 \u00fastav jako jedno z pracovi\u0161\u0165 Akademie v\u011bd \u010cR se v souladu se z\u00e1konem \u010cNR \u010d. 283\/1992 Sb. zab\u00fdv\u00e1 v\u011b\u00addeck\u00fdm v\u00fdzkumem. V na\u0161em p\u0159\u00edpad\u011b se jedn\u00e1 o v\u00fdzkum\u00adnou \u010dinnost v oblasti meteorologie, klimatologie a od m\u011b\u00ads\u00edce dubna t. r. i o v\u011bdeck\u00fd v\u00fdzkum proces\u016f, prob\u00edhaj\u00edc\u00edch v horn\u00ed atmosf\u00e9\u0159e. Dovolte mi, abych toto lakonick\u00e9 sd\u011blen\u00ed pon\u011bkud rozvinul.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V polovin\u011b roku 1990 se zam\u011b\u0159en\u00ed v\u00fdzkumu na UFA AV \u010cR korigovalo s ohledem na tv\u016fr\u010d\u00ed v\u00fdkonnost jednotliv\u00adc\u016f a pracovn\u00edch t\u00fdm\u016f, s ohledem na p\u0159edpokl\u00e1dan\u00fd v\u00fdvoj jednotliv\u00fdch v\u011bdn\u00edch discipl\u00edn a na celospole\u010densk\u00e9 pot\u0159eby. Byly utlumeny v\u00fdzkumy, kter\u00e9 v posledn\u00edch letech nevy\u00adkazovaly publika\u010dn\u00ed aktivitu, kter\u00e9 nem\u011bly dostate\u010dn\u00e9 instru\u00adment\u00e1ln\u00ed z\u00e1zem\u00ed, d\u00e1le ty, kter\u00e9 nem\u011bly zaji\u0161t\u011bnou genera\u010dn\u00ed kontinuitu. Hlavn\u00edm c\u00edlem t\u00e9to korekce byla koncentrace v\u011bdeck\u00e9ho \u00fasil\u00ed do n\u011bkolika m\u00e1lo hlavn\u00edch sm\u011br\u016f a vytvo\u00ad\u0159en\u00ed podm\u00ednek pro pr\u00e1ci ve v\u011bdeck\u00fdch t\u00fdmech veden\u00fdch nejerudovan\u011bj\u0161\u00edmi v\u011bdeck\u00fdmi osobnostmi.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">K roku 1990 se v\u00e1\u017ee i orientace \u00fastavu na klimatologick\u00fd v\u00fdzkum. P\u0159edpokl\u00e1d\u00e1m, \u017ee tato orientace byla v dob\u011b ra\u00adzantn\u00edho rozvoje klimatick\u00e9ho modelov\u00e1n\u00ed nezbytn\u00e1. I kdy\u017e v\u00fdsledky po zalo\u017een\u00ed nov\u00e9ho v\u00fdzkumn\u00e9ho sm\u011bru nep\u0159ich\u00e1\u00adzej\u00ed okam\u017eit\u011b, lze \u0159\u00edci, \u017ee prvn\u00ed plody ve form\u011b kvalitn\u00edch publikac\u00ed se ji\u017e objevily.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Dal\u0161\u00edm netradi\u010dn\u00edm sm\u011brem v\u00fdzkumu (ch\u00e1p\u00e1no z hle\u00addiska \u00fastavu), jeho\u017e vznik se datuje k polovin\u011b roku 1990, je studium meteorologick\u00fdch proces\u016f mezosynoptick\u00e9ho m\u011b\u0159\u00edtka a metod jejich lok\u00e1ln\u00ed p\u0159edpov\u011bdi. Jednalo se o kontinuitu s d\u0159\u00edve nerealizovan\u00fdmi aktivitami v konci osmdes\u00e1t\u00fdch let, kter\u00e9 usilovaly o spole\u010dn\u00fd v\u00fdzkum s ob\u011bma hydrometeorologick\u00fdmi \u00fastavy v oblasti metod p\u0159edpov\u011bdi nebezpe\u010dn\u00fdch meteorologick\u00fdch jev\u016f. C\u00edlem to\u00adhoto v\u00fdzkumu je zlep\u0161en\u00ed metod objektivn\u00ed p\u0159edpov\u011bdi me\u00adteorologick\u00fdch jev\u016f v mezosynoptick\u00e9m m\u011b\u0159\u00edtku se zvl\u00e1\u0161tn\u00edm z\u0159etelem na orografick\u00e9 pom\u011bry \u010cesk\u00e9 republiky.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Dobrou pozici, uzn\u00e1vanou mezin\u00e1rodn\u011b, si vypracoval v\u011bdeck\u00fd t\u00fdm zkoncipovan\u00fd dr. Reinem a zab\u00fdvaj\u00edc\u00ed se teo\u00adretick\u00fdm a experiment\u00e1ln\u00edm studiem proces\u016f v mezn\u00ed vrstv\u011b. Po roce 1990 se n\u00e1m mimo jin\u00e9 poda\u0159ilo ter\u00e9nn\u00edmi expedicemi verifikovat v\u00fdsledky modelov\u00fdch v\u00fdpo\u010dt\u016f de\u00adformace proud\u011bn\u00ed ter\u00e9nem, kter\u00e9 vych\u00e1zely z \u0159e\u0161en\u00ed trojrozm\u011brn\u00fdm nestacion\u00e1rn\u00edm nehydrostatick\u00fdm modelem mezn\u00ed vrstvy atmosf\u00e9ry. A\u017e po tomto kroku a zdokonalen\u00edch, kter\u00e1 z verifika\u010dn\u00edho experimentu vyplynula, prok\u00e1zal tento model, ozna\u010dovan\u00fd jako \u201esvobodovsk\u00fd&#8221;, svoji \u017eivo\u00adtaschopnost. Dal\u0161\u00ed teoretick\u00e9 zdokonalov\u00e1n\u00ed modelu, zlep\u0161o\u00adv\u00e1n\u00ed metod parametrizace fyzik\u00e1ln\u00edch proces\u016f, ov\u011b\u0159ov\u00e1n\u00ed funk\u010dnosti modelu v podm\u00ednk\u00e1ch vertik\u00e1ln\u011b \u010dlenit\u00e9ho te\u00adr\u00e9nu s postupn\u00fdm zmen\u0161ov\u00e1n\u00edm kroku s\u00edt\u011b, vyu\u017e\u00edv\u00e1n\u00ed v\u00fdstu\u00adp\u016f z tohoto modelu p\u0159i \u0159e\u0161en\u00ed modelov\u00e9ho \u0161\u00ed\u0159en\u00ed \u0161kodlivin Lagrangeovsk\u00fdm stochastick\u00fdm principem; to jsou sm\u011bry dal\u0161\u00edho v\u00fdzkumu v t\u00e9to oblasti.<\/span><\/p><\/div><div><p class=\"rtejustify\"><span style=\"color: #003366;\">Nazna\u010den\u00e9 t\u0159i hlavn\u00ed sm\u011bry v\u011bdeck\u00e9ho v\u00fdzkumu UFA AV \u010cR nevylu\u010duj\u00ed mo\u017enost v\u00fdzkumu v p\u0159\u00edbuzn\u00fdch oblastech. Ta je podm\u00edn\u011bna vysokou \u00farovn\u00ed v\u00fdzkumn\u00e9 pr\u00e1ce, kde srovn\u00e1vac\u00edm etalonem je evropsk\u00e1 \u00farove\u0148. Veden\u00ed \u00fasta\u00advu podporuje takov\u00e9 v\u011bdeck\u00e9 projekty, kter\u00e9 usp\u011bly v grantov\u00fdch agentur\u00e1ch (GA AV \u010cR, GA \u010cR) nebo maj\u00ed charakter spole\u010dn\u00fdch grant\u016f se zahrani\u010dn\u00edmi i na\u0161imi v\u011b\u00addeck\u00fdmi pracovi\u0161ti. Pro \u00faplnost mus\u00edm dodat, \u017ee v\u00fdzkum v nazna\u010den\u00fdch hlavn\u00edch v\u011bdeck\u00fdch sm\u011brech je existen\u010dn\u011b spojen s p\u0159ijat\u00fdmi grantov\u00fdmi projekty. V\u011bde\u010dt\u00ed pracovn\u00edci \u00fastavu, jejich\u017e po\u010det nedosahoval \u010d\u00edsla 20, z\u00edskali za uply\u00adnul\u00e1 l\u00e9ta deset projekt\u016f GA AV \u010cR, dva projekty GA \u010cR a pod\u00edlej\u00ed se na jednom grantov\u00e9m projektu Evropsk\u00e9ho spo\u00adle\u010denstv\u00ed.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">A nyn\u00ed mi dovolte je\u0161t\u011b jednu informaci, kter\u00e1 m\u00e1 cha\u00adrakter \u010derstv\u00e9 informace ze \u201eschvalovac\u00ed kuchyn\u011b&#8221; Akade\u00admick\u00e9 rady. V souladu s principy transforma\u010dn\u00edho procesu AV \u010cR se p\u0159ipravuje vznik nov\u011b koncipovan\u00e9ho v\u011bdeck\u00e9ho pracovi\u0161t\u011b, zam\u011b\u0159en\u00e9ho na v\u00fdzkum proces\u016f v zemsk\u00e9 atmosf\u00e9\u0159e p\u0159ipojen\u00edm pracovn\u00edk\u016f Geofyzik\u00e1ln\u00edho \u00fastavu AV \u010cR, kte\u0159\u00ed se zab\u00fdvaj\u00ed fyzikou vn\u011bj\u0161\u00ed atmosf\u00e9ry (odd\u011blen\u00ed ionosf\u00e9ry GF\u00da) k \u00dastavu fyziky atmosf\u00e9ry AV \u010cR. Tato delimitace se p\u0159ipravuje k 1. dubnu 1994. Nov\u011b organizo\u00advan\u00fd \u00fastav bude pokr\u00fdvat v\u00fdzkum cel\u00e9 atmosf\u00e9ry od zem\u00adsk\u00e9ho povrchu a\u017e do magnetosf\u00e9ry. Pracovn\u00edci GF\u00da, kte\u0159\u00ed delimitac\u00ed p\u0159ejdou do \u00daFA, se zab\u00fdvaj\u00ed v\u00fdzkumem st\u0159edn\u00ed a vn\u011bj\u0161\u00ed atmosf\u00e9ry Zem\u011b, zejm\u00e9na jej\u00ed ionizovan\u00e9 slo\u017eky, a \u00fa\u010dinky slune\u010dn\u00ed aktivity na r\u016fzn\u00e9 oblasti zemsk\u00e9 atmosf\u00e9\u00adry. Mezin\u00e1rodn\u011b je zvl\u00e1\u0161\u0165 zn\u00e1m\u00fd a uzn\u00e1van\u00fd t\u00fdm, kter\u00fd zkonstruoval n\u011bkolik geofyzik\u00e1ln\u00edch dru\u017eic MAGION (jedna z nich by m\u011bla b\u00fdt vypu\u0161t\u011bna koncem t. r.) a p\u0159\u00edjmem dat z t\u011bchto dru\u017eic z\u00edsk\u00e1v\u00e1 jedine\u010dn\u00fd experiment\u00e1ln\u00ed ma\u00adteri\u00e1l.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Takto vytvo\u0159en\u00e9 pracovi\u0161t\u011b se zhruba 75 pracovn\u00edky (z toho 50 vysoko\u0161kol\u00e1k\u016f) bude odpov\u00eddat sou\u010dasn\u00fdm p\u0159edsta\u00adv\u00e1m o velikosti modern\u00edho mimouniverzitn\u00edho v\u011bdeck\u00e9ho pracovi\u0161t\u011b.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">2. <em>D\u016fsledkem transformace \u010cSAV na Akademii v\u011bd \u010cesk\u00e9 republiky byla likvidace nebo redukce cel\u00e9 \u0159ady pracovi\u0161\u0165. V tisku byly jednotliv\u00e9 p\u0159\u00edpady \u0161iroce ko\u00admentov\u00e1ny, uv\u00e1d\u011bly se \u00fa\u010delov\u00e9 argumenty obvykl\u00e9 v takov\u00fdch p\u0159\u00edpadech. V\u00e1\u0161 \u00fastav, by\u0165 mal\u00fd po\u010dtem pracovn\u00edk\u016f, z\u016fstal zachov\u00e1n. Co podle Va\u0161eho n\u00e1zoru p\u0159esv\u011bd\u010dilo prezidium Akademie, \u017ee rozhodlo tak, jak rozhodlo?<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Transformace Akademie v\u011bd m\u011bla a m\u00e1 mimo\u0159\u00e1dn\u011b intenzivn\u00ed charakter. Z p\u016fvodn\u00edch 13 900 pracovn\u00edk\u016f kon\u00adcem roku 1989 v prosinci roku 1993 zbylo 7100 pracovn\u00edk\u016f, z p\u016fvodn\u00edch 87 pracovi\u0161\u0165 pracuje nyn\u00ed 66. Nezbytn\u00e1 redukce pracovn\u00edk\u016f, podm\u00edn\u011bn\u00e1 i redukc\u00ed rozpo\u010dtu AV \u010cR, prob\u00edhala selektivn\u011b. Nejv\u00fdrazn\u011bj\u0161\u00ed sn\u00ed\u017een\u00ed rozpo\u010dtu je spojeno s rokem 1992. Tehdy byla vytvo\u0159ena pro ka\u017ed\u00e9 ze t\u0159\u00ed od\u00add\u011blen\u00ed v\u011bd hodnotitelsk\u00e1 komise, kter\u00e1 se skl\u00e1dala z 12 intern\u00edch a 6 extern\u00edch \u010dlen\u016f. Tyto komise na z\u00e1klad\u011b ob\u00ad\u0161\u00edrn\u00fdch p\u00edsemn\u00fdch podklad\u016f, na z\u00e1klad\u011b publika\u010dn\u00edch v\u00fdsledk\u016f, na z\u00e1klad\u011b cita\u010dn\u00edch ohlas\u016f, grantov\u00e9 \u00fasp\u011b\u0161nosti, populariza\u010dn\u00ed, pedagogick\u00e9 a organiz\u00e1torsk\u00e9 \u010dinnosti i tren\u00addu v\u00fdvoje \u00fastavu za\u0159adily \u00fastavy AV \u010cR do p\u011bti skupin. Na za\u0159azen\u00ed \u00fastav\u016f z\u00e1le\u017eelo procento kr\u00e1cen\u00ed jejich rozpo\u010dtu. \u00dastavy ve skupin\u011b 5 byly ru\u0161eny, z \u00fastav\u016f ve skupin\u011b 4 pouze nejlep\u0161\u00ed t\u00fdmy p\u0159e\u0161ly na jin\u00e1 pracovi\u0161t\u011b AV nebo na vysok\u00e9 \u0161koly. V t\u00e9to f\u00e1zi, i kdy\u017e jsme byli vyhodnoceni mezi nejlep\u0161\u00edmi \u00fastavy 2. skupiny, bylo nezbytn\u00e9 sn\u00ed\u017eit stav pracovn\u00edk\u016f na polovinu v\u00fdchoz\u00edho stavu z roku 1989 (64). Zkr\u00e1cen\u011b odpov\u011bzeno, hodnotitelskou komisi mohly p\u0159e\u00adsv\u011bd\u010dit pouze v\u00fdsledky pr\u00e1ce \u00fastavu. Sou\u010d\u00e1st\u00ed transformace jsou i atestace v\u0161ech vysoko\u0161kolsk\u00fdch pracovn\u00edk\u016f, kter\u00e9 v AV \u010cR a tedy i v na\u0161em \u00fastavu v tomto roce prob\u011bhly. Hodnocen\u00ed pr\u00e1ce \u00fastav\u016f AV \u010cR se st\u00e1v\u00e1 b\u011b\u017enou sou\u010d\u00e1st\u00ed jej\u00ed \u010dinnosti. Bude prob\u00edhat za \u00fa\u010dasti zahrani\u010dn\u00edch v\u011bdc\u016f pod veden\u00edm ji\u017e ustaven\u00e9ho nez\u00e1visl\u00e9ho hodnotitelsk\u00e9ho gr\u00e9mia ve \u010dty\u0159let\u00e9m cyklu.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">3. <em>Za jak\u00fdch ekonomick\u00fdch podm\u00ednek provozujete svoji \u010dinnost? Jste pln\u011b dotovanou organizac\u00ed nebo si na \u010d\u00e1st rozpo\u010dtov\u00fdch n\u00e1klad\u016f m\u016f\u017eete (mus\u00edte) vyd\u011blat?<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Pou\u017eiji slovn\u00edho obratu p\u0159edsedy Akademie v\u011bd prof. R. Zahradn\u00edka. Prost\u0159edky, kter\u00e9 dost\u00e1vaj\u00ed \u00fastavy, slou\u017e\u00ed pouze k jejich baz\u00e1ln\u00edmu metabolizmu. Jinak \u0159e\u010deno, jsou to prost\u0159edky na z\u00e1kladn\u00ed re\u017eijn\u00ed n\u00e1klady \u00fastav\u016f a na pokryt\u00ed n\u00e1rokov\u00fdch plat\u016f redukovan\u00e9ho po\u010dtu pracovn\u00edk\u016f. Investice jsou proti p\u016fvodn\u00edmu stavu v roce 1989 ni\u017e\u0161\u00ed zhruba o 50 %. Proto p\u0159\u00edjmy z grantov\u00fdch zdroj\u016f, ze smluv o d\u00edlo a podobn\u00e9 p\u0159\u00edjmy jsou prost\u0159edky, z nich\u017e si pracovn\u00edci mohou hradit cesty na konference, st\u00e1\u017ee v zahrani\u010d\u00ed, n\u00e1kup p\u0159\u00edstroj\u016f a po\u010d\u00edta\u010d\u016f a eventu\u00e1ln\u011b i prost\u0159edky na vylep\u0161en\u00ed tarifn\u00edch plat\u016f. Pot\u0159ebujeme-]i p\u0159ijmout nov\u00e9ho pracovn\u00edka, pak nezb\u00fdv\u00e1 ne\u017e s jin\u00fdm rozv\u00e1zat pracovn\u00ed pom\u011br nebo si vyd\u011blat na mzdu nov\u00e9ho pracovn\u00edka v\u010detn\u011b \u010d\u00e1stky na zdra\u00advotn\u00ed a soci\u00e1ln\u00ed poji\u0161t\u011bn\u00ed. A jist\u011b uzn\u00e1te, \u017ee v meteorologii je takov\u00e1 \u010dinnost nesrovnateln\u011b n\u00e1ro\u010dn\u011bj\u0161\u00ed ne\u017e u technicky \u010di aplika\u010dn\u011b zam\u011b\u0159en\u00fdch \u00fastav\u016f.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">4. <em>Domn\u00edv\u00e1te se st\u00e1le je\u0161t\u011b, \u017ee Va\u0161e rozhodnut\u00ed zru\u0161it synoptick\u00e1 pozorov\u00e1n\u00ed na Mile\u0161ovce bylo spr\u00e1vn\u00e9? Jak\u00fd je V\u00e1\u0161 z\u00e1m\u011br do budoucna s touto historickou observato\u0159\u00ed?<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Zru\u0161en\u00ed synoptick\u00e9ho provozu na Mile\u0161ovce nebylo ot\u00e1z\u00adkou dobr\u00e9ho \u010di \u0161patn\u00e9ho rozhodnut\u00ed; bylo ur\u010deno ekono\u00admick\u00fdm tlakem redukovan\u00e9ho rozpo\u010dtu \u00fastavu. \u017d\u00e1dn\u00fd \u0159e\u00additel by nemohl obh\u00e1jit propu\u0161t\u011bn\u00ed v\u00fdkonn\u00e9ho v\u011bdeck\u00e9ho pracovn\u00edka za cenu zachov\u00e1n\u00ed synoptick\u00e9ho provozu na Mi\u00adle\u0161ovce. S touto skute\u010dnost\u00ed byla veden\u00ed meteorologick\u00fdch slu\u017eeb sezn\u00e1mena, proto bych ani tuto ot\u00e1zku neo\u010dek\u00e1val. Jen tak na okraj. P\u0159ekvapila m\u011b mal\u00e1 s\u00edla hlas\u016f synoptick\u00fdch a leteck\u00fdch meteorolog\u016f, volaj\u00edc\u00edch po ob\u00adnov\u011b tohoto pozorov\u00e1n\u00ed. Jinak Mile\u0161ovka bude i nad\u00e1le udr\u017eovat klimatickou \u0159adu mimo\u0159\u00e1dn\u00e9 hodnoty.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">5. <em>Z va\u0161\u00ed participace na projektech v\u011btrn\u00fdch elektr\u00e1ren, kter\u00fdch jsme se do\u010detli v denn\u00edm tisku, lze usuzovat, \u017ee \u00e9ra tzv. \u010dist\u00e9 v\u011bdy, zaobalen\u00e9 pod za\u0161ti\u0165uj\u00edc\u00edm n\u00e1\u00adzvem \u201ez\u00e1kladn\u00ed v\u00fdzkum&#8221;, skon\u010dila. Spolupracujete na jin\u00fdch analogick\u00fdch projektech?<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Ob\u00e1v\u00e1m se, \u017ee bychom byli velmi nep\u0159esn\u00ed, kdybychom formulovali rovnici, kde na jedn\u00e9 stran\u011b je \u00fa\u010dast \u00daFA v pro\u00adjektu rozvoj v\u011btrn\u00e9 energetiky a po rovn\u00edtku na druh\u00e9 stran\u011b rovnice je deklarov\u00e1n konec z\u00e1kladn\u00edho v\u00fdzkumu. I kdy\u017e z formulace ot\u00e1zky lze vyc\u00edtit vzpom\u00ednku na ob\u010dasn\u00e9 ka\u00admuflov\u00e1n\u00ed v\u00fdzkumu v minulosti nedotknuteln\u00fdm pojmem \u201ez\u00e1kladn\u00ed v\u00fdzkum&#8221;. Ne\u0159eknu nic nov\u00e9ho, kdy\u017e uvedu, \u017ee p\u0159echod mezi z\u00e1kladn\u00edm a aplikovan\u00fdm v\u00fdzkumem je ply\u00adnul\u00fd, hranice jsou \u010dasto nejasn\u00e9 a vzd\u00e1lenost mezi nimi je p\u0159ekvapiv\u011b kr\u00e1tk\u00e1. V\u00fdznamn\u00fd moment v moj\u00ed odpov\u011bdi m\u00e1 ekonomickou podstatu. \u017d\u00e1dn\u00e1 spole\u010dnost nen\u00ed tak bohat\u00e1, aby nevyu\u017e\u00edvala v\u00fdsledk\u016f v\u011bdeck\u00e9ho v\u00fdzkumu pro svoje pot\u0159eby. A vypracov\u00e1n\u00ed podklad\u016f pro kvalifikovan\u00e9 zhodno\u00adcen\u00ed mo\u017enost\u00ed v\u011btrn\u00e9 energetiky na \u00fazem\u00ed \u010cR vych\u00e1zej\u00edc\u00ed z anal\u00fdzy pole v\u011btru je nejen n\u00e1ro\u010dn\u00e1 v\u011bdecko-v\u00fdzkumn\u00e1 \u010dinnost, ale \u010dinnost p\u0159in\u00e1\u0161ej\u00edc\u00ed vysok\u00fd ekonomick\u00fd efekt. P\u0159iznejme, \u017ee UFA v tomto sm\u011bru nedr\u017e\u00ed prim\u00e1t; \u0159ad\u00ed se pouze k universitn\u00edm a v\u011bdecko-v\u00fdzkumn\u00fdm pracovi\u0161t\u00edm v Hannoveru, Karlsruhe, Berl\u00edn\u011b, Oberpfaffenhofenu u Mnichova, Dr\u00e1\u017e\u010fanech a mnoh\u00fdm dal\u0161\u00edm.<\/span><\/p><\/div><div><p class=\"rtejustify\"><span style=\"color: #003366;\">6. <em>\u0158e\u0161en\u00ed praktick\u00fdch \u00fakol\u016f nen\u00ed mo\u017en\u00e9 realizovat bez pot\u0159ebn\u00fdch dat. Jak je z\u00edsk\u00e1v\u00e1te, kdy\u017e nem\u00e1te k dispozici pot\u0159ebn\u00e9 \u00fadaje z vlastn\u00edch pozorovac\u00edch s\u00edt\u00ed?<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Dovol\u00edm si up\u0159esnit Va\u0161e konstatov\u00e1n\u00ed. Bez dat se ne\u00adobejdou \u201epraktick\u00e9 studie&#8221;, ale jak\u00fdkoliv modern\u00ed meteoro\u00adlogick\u00fd v\u00fdzkum. D\u00e1le mus\u00edm upozornit na data, kter\u00e1 jsou vlastnictv\u00edm \u00fastavu. Rozd\u011blme Va\u0161i ot\u00e1zku na dv\u011b \u010d\u00e1sti. Nejd\u0159\u00edve tu jednodu\u0161\u0161\u00ed odpov\u011b\u010f. Jedn\u00e1-li se o data, kter\u00e1 slou\u017e\u00ed ke komer\u010dn\u00edmu \u00fa\u010delu, pak tato data mus\u00edme jako kter\u00fdkoliv jin\u00fd z\u00e1kazn\u00edk zaplatit. Druh\u00e1 \u010d\u00e1st ot\u00e1zky se v\u00e1\u017ee na data pot\u0159ebn\u00e1 k \u0159e\u0161en\u00ed grantov\u00fdch projekt\u016f. Zde by podle na\u0161eho n\u00e1zoru m\u011blo m\u00edt \u0159e\u0161en\u00ed dv\u011b v\u011btve. Jsou-li v grantu ud\u011bleny prost\u0159edky na po\u0159\u00edzen\u00ed dat, pak se neobjevuje prob\u00adl\u00e9m. Nen\u00ed-li v grantu zaji\u0161t\u011bn obnos na n\u00e1kup dat (s rostou\u00adc\u00edmi n\u00e1roky na finan\u010dn\u00ed prost\u0159edky kles\u00e1 nad\u011bje na p\u0159ijet\u00ed grantov\u00e9ho projektu i bez ohledu na jeho v\u011bdeckou hodno\u00adtu), pak p\u0159edpokl\u00e1d\u00e1me individu\u00e1ln\u00ed posouzen\u00ed v\u00fdznamu grantu pro celospole\u010densk\u00e9 z\u00e1jmy, p\u0159\u00edpadn\u011b z\u00e1jmy \u010cHMU a \u00fa\u010delov\u00e9 bezplatn\u00e9 poskytnut\u00ed dat. Zpracovatel dat se sa\u00admoz\u0159ejm\u011b zav\u00e1\u017ee k tomu, \u017ee vyu\u017eije data pouze pro \u00fa\u010dely grantov\u00e9 \u00falohy.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">7. <em>P\u0159edchoz\u00ed ot\u00e1zka evokuje dal\u0161\u00ed dotaz: Jak\u00e1 je sou\u00ad\u010dasn\u00e1 \u00farove\u0148 spolupr\u00e1ce s \u010cesk\u00fdm hydrometeorolo\u00adgick\u00fdm \u00fastavem?<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Mo\u017en\u00e1, \u017ee impulz k t\u00e9to ot\u00e1zce dodal v\u0161eobecn\u00fd pocit \u010dehosi sk\u0159\u00edpaj\u00edc\u00edho v soukol\u00ed spolupr\u00e1ce mezi ob\u011bma \u00fastavy v za\u010d\u00e1tku devades\u00e1t\u00fdch let. Jsem r\u00e1d, \u017ee ji\u017e d\u0159\u00edve p\u0159ed roz\u00adhovorem s p\u0159edstaviteli MZ jsem mohl p\u0159i n\u011bkolika p\u0159\u00edle\u00ad\u017eitostech prohl\u00e1sit, \u017ee spolupr\u00e1ce mezi \u010cHM\u00da a \u00daFA se dostala po nastoupen\u00ed nov\u00e9ho veden\u00ed \u010cHMU na vy\u0161\u0161\u00ed kva\u00adlitativn\u00ed b\u00e1zi, kde podle m\u00e9ho dojmu ob\u011bma stran\u00e1m jde o vst\u0159\u00edcn\u00e9 racion\u00e1ln\u00ed \u0159e\u0161en\u00ed ot\u00e1zek spojen\u00fdch s rozvojem meteorologie a klimatologie. Z toho d\u016fvodu moje odpov\u011b\u010f nem\u00e1 charakter povinn\u00e9 zdvo\u0159ilosti a na jej\u00edm obsahu ne\u00adhodl\u00e1m cokoliv m\u011bnit. V\u011b\u0159\u00edm, \u017ee z\u00e1sady, na nich\u017e jsme se vz\u00e1jemn\u011b dohodli, se poda\u0159\u00ed plnit.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">8. <em>P\u0159es nejr\u016fzn\u011bj\u0161\u00ed v\u00fdvojov\u00e9 peripetie si meteorologie upevnila v posledn\u00edch letech svoje m\u00edsto i presti\u017e ve spole\u010dnosti. Sv\u011bd\u010d\u00ed o tom i skute\u010dnost, jak\u00fd ohlas vzbudila zm\u011bna pojet\u00ed televizn\u00ed relace \u201eJak\u00e9 bude po\u00ad\u010das\u00ed&#8221;, kter\u00e1 z \u0161ir\u0161\u00edho pohledu je asi opravdu nej-frekventovan\u011bj\u0161\u00edm vstupem v\u011bdy na televizn\u00ed obra\u00adzovku. Jak\u00fd osud p\u0159isuzujete meteorologii a st\u00e1vaj\u00ed\u00adc\u00edm meteorologick\u00fdm instituc\u00edm v budoucnosti? Za\u00adj\u00edm\u00e1 n\u00e1s V\u00e1\u0161 osobn\u00ed n\u00e1zor.<\/em><\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Sd\u00edl\u00edm s V\u00e1mi radostn\u00fd pocit z toho, \u017ee synoptick\u00e1 me\u00adteorologie vyrostla z problematick\u00e9ho obdob\u00ed subjektivn\u00edch metod do sou\u010dasn\u00e9 doby, kdy dominuj\u00ed metody exaktn\u00ed. Byly to pr\u00e1v\u011b ony, kter\u00e9 z\u00edskaly zm\u00edn\u011bnou presti\u017e ve spo\u00adle\u010dnosti. Zvl\u00e1\u0161\u0165 je povzbudiv\u00e9, \u017ee \u010de\u0161t\u00ed meteorologov\u00e9 nest\u00e1\u00adli v tomto procesu zcela stranou. Pro budoucnost mus\u00edme b\u00fdt pam\u011btliv\u00ed toho, \u017ee ka\u017ed\u00e1 zem\u011b, kter\u00e1 chce \u010derpat ze sv\u011btov\u00e9ho fondu pozn\u00e1n\u00ed, mus\u00ed do n\u011bho tak\u00e9 podle sv\u00fdch mo\u017enost\u00ed p\u0159isp\u00edvat. Vyvarujme se nebezpe\u010d\u00ed, abychom ztra\u00adtili krok s v\u00fdvojem, abychom nejen nep\u0159in\u00e1\u0161eli vlastn\u00ed obecn\u011b platn\u00e9 my\u0161lenky, ale ztratili i schopnost aplikovat obecn\u00e9 my\u0161lenky druh\u00fdch. Meteorologie m\u00e1 v tomto sm\u011bru otev\u0159e\u00adn\u00fd \u0161irok\u00fd prostor. Nen\u00ed d\u016fle\u017eit\u00e9, v jak\u00fdch organiza\u010dn\u00edch di\u00admenz\u00edch tento proces bude prob\u00edhat. V\u0161e z\u00e1le\u017e\u00ed na tom, jak jej budeme schopni \u0159\u00eddit v dan\u00fdch ekonomick\u00fdch pod\u00adm\u00ednk\u00e1ch a kolik kvalitn\u00edch \u201emozk\u016f&#8221; pro tento proces p\u0159i\u00adprav\u00ed vysok\u00e9 \u0161koly.
