RNDr. Jacek Kerum<\/span><\/h1><p style=\"text-align: left;\"><span style=\"color: #003366;\">Jacek Kerum se narodil 13. \u00fanora 1943 v Przemy\u015blu v Polsku slovensk\u00e9mu otci a polsk\u00e9 matce. V roce 1944 zde otce zatklo gestapo a rodinu p\u0159evezlo do sb\u011brn\u00e9ho t\u00e1bora v tehdy sudetsk\u00fdch Svitav\u00e1ch a otce uv\u011bznilo ve v\u011bznici v Lan\u0161kroun\u011b. Shodou \u0161\u0165astn\u00fdch ud\u00e1lost\u00ed a n\u00e1hod v pr\u016fb\u011bhu osvobozov\u00e1n\u00ed na\u0161\u00ed vlasti zde p\u0159e\u017eili konec v\u00e1lky a v osvobozen\u00fdch Svitav\u00e1ch ji\u017e z\u016fstali. Zde se mu tak\u00e9 narodili je\u0161t\u011b dal\u0161\u00ed 3 sourozenci. \u0160koln\u00ed doch\u00e1zku absolvoval postupn\u011b od z\u00e1kladn\u00ed \u0161koly v Moravsk\u00e9m La\u010dnov\u011b a Svitav\u00e1ch po jeden\u00e1ctiletou st\u0159edn\u00ed \u0161kolu, kterou ukon\u010dil v roce 1960 maturitou.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-e93c11f elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"e93c11f\" data-element_type=\"section\" data-settings=\"{&quot;_ha_eqh_enable&quot;:false}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-6b169ea\" data-id=\"6b169ea\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-768db9e elementor-widget elementor-widget-text-editor\" data-id=\"768db9e\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p style=\"text-align: left;\"><span style=\"color: #003366;\">Ji\u017e od 1. t\u0159\u00eddy z\u00e1kladn\u00ed \u0161koly cht\u011bl b\u00fdt pilotem. Sv\u016fj sen za\u010dal napl\u0148ovat v roce 1958 v\u00fdcvikem pilota v\u011btro\u0148\u016f v Aeroklubu Svazarmu Moravsk\u00e1 T\u0159ebov\u00e1. Po maturit\u011b se sna\u017eil nastoupit ke studiu ve Vojensk\u00e9m leteck\u00e9m u\u010dili\u0161ti v Ko\u0161ic\u00edch, av\u0161ak na rozd\u00edl od sv\u00fdch koleg\u016f v aeroklubu se mu do leteck\u00e9 \u0161koly dostat neda\u0159ilo. Pozd\u011bji se dozv\u011bd\u011bl, \u017ee jeho \u017e\u00e1dosti nelze vyhov\u011bt pro p\u0159\u00edbuzensk\u00fd vztah se str\u00fdcem jeho matky, \u017eij\u00edc\u00edm v t\u00e9 dob\u011b ve Francii v Pa\u0159\u00ed\u017ei. Doma se o tom nikdy nehovo\u0159ilo, proto\u017ee jeho matka sv\u00e9ho p\u0159\u00edbuzn\u00e9ho nikdy nepoznala a poznat ani nemohla z d\u016fvodu jeho emigrace ihned po skon\u010den\u00ed boj\u016f 1. sv\u011btov\u00e9 v\u00e1lky.<\/span><br \/><span style=\"color: #003366;\">P\u0159esto se cht\u011bl na leti\u0161t\u011b dostat. Po informaci, kdy bylo jasn\u00e9, pro\u010d nemohl do leteck\u00e9 \u0161koly nastoupit, volil jako men\u0161\u00ed zlo \u0161kolu vojensk\u00fdch specialist\u016f, obor Leteck\u00e1 meteorologie ve Spojovac\u00edm u\u010dili\u0161ti Podjavorinsk\u00fdch partiz\u00e1n\u016f v Novom Meste nad V\u00e1hom. Do \u0161koly nastoupil v roce 1963 nejprve do z\u00e1kladn\u00edho v\u00fdcviku v Tren\u010d\u00edn\u011b a od roku 1964 do Spojovac\u00edho u\u010dili\u0161t\u011b. Proto\u017ee ho meteorologie zaujala ji\u017e jako plachta\u0159e, tak ho volba t\u00e9to specializace nakonec na leti\u0161t\u011b p\u0159ivedla. Stalo se tak v roce 1966, kdy v hodnosti poru\u010d\u00edka vojensk\u00e9 pov\u011btrnostn\u00ed slu\u017eby nastoupil k pov\u011btrnostn\u00ed slu\u017eb\u011b 28. st\u00edhac\u00edho bombardovac\u00edho leteck\u00e9ho pluku v \u010c\u00e1slavi. Dne 8. \u010dervna 1968, p\u0159\u00edzna\u010dn\u011b v den sv\u00e1tku sv. Medarda, se o\u017eenil. Jeho slu\u017eba v \u010c\u00e1slavi v\u0161ak netrvala dlouho. 21. srpna 1968, v den, kdy nastupoval do celodenn\u00ed sm\u011bny, mu praxi u nadzvukov\u00fdch letadel p\u0159ekazila akce vojsk Var\u0161avsk\u00e9 smlouvy. Za nastal\u00e9 situace, kdy doch\u00e1zelo k redislokaci a spojov\u00e1n\u00ed leteck\u00fdch \u00fatvar\u016f byl je\u0161t\u011b t\u00e9ho\u017e roku p\u0159evelen k vrtuln\u00edkov\u00e9mu letectvu, 50. spojovac\u00edmu leteck\u00e9mu pluku v Praze-Kbel\u00edch, jemu\u017e velel mjr. Ivan Adam. Jednalo se o z\u00e1sadn\u011b jin\u00fd zp\u016fsob meteorologick\u00e9ho zabezpe\u010den\u00ed leteck\u00e9ho provozu, ne\u017e tomu bylo u nadzvukov\u00fdch letadel v \u010c\u00e1slavi. Znamenalo to \u00fapln\u011b novou zku\u0161enost jak ve zp\u016fsobu pl\u00e1nov\u00e1n\u00ed l\u00e9t\u00e1n\u00ed, tak v leteck\u00e9m v\u00fdcviku v\u016fbec. Vrtuln\u00edky byly na leti\u0161ti ve Kbel\u00edch pouze dislokov\u00e1ny, \u00fatvar byl um\u00edst\u011bn v kas\u00e1rn\u00e1ch mimo leti\u0161t\u011b, kter\u00e9 bylo pod spr\u00e1vou 7. leteck\u00e9ho odd\u00edlu Velitelstv\u00ed PVOS, a tak se na v\u011b\u017ei \u0159\u00edzen\u00ed letov\u00e9ho provozu p\u0159i zabezpe\u010den\u00ed provozu sv\u00e9ho \u00fatvaru potk\u00e1valy sm\u011bny dvou meteorologick\u00fdch pracovi\u0161\u0165.<\/span><br \/><span style=\"color: #003366;\">V pr\u016fb\u011bhu n\u00e1sleduj\u00edc\u00edch ud\u00e1lost\u00ed, kdy od roku 1970 prob\u00edhala v obou \u00fatvarech nechvaln\u011b zn\u00e1m\u00e1 redukce jak leteck\u00e9ho, tak ostatn\u00edho person\u00e1lu, do\u0161lo ke slou\u010den\u00ed obou \u00fatvar\u016f do jednoho celku &#8211; Leteck\u00e9ho odd\u00edlu Velitelstv\u00ed letectva a PVOS MNO (pozd\u011bji 3. dopravn\u00ed leteck\u00fd pluk MNO) a tak se Jacek Kerum stal p\u0159\u00edslu\u0161n\u00edkem nov\u011b sestaven\u00e9 pov\u011btrnostn\u00ed slu\u017eby dopravn\u00edho leteck\u00e9ho \u00fatvaru. \u010c\u00e1st klasick\u00e9ho letectva z\u016fst\u00e1vala k dispozici pln\u011bn\u00ed speci\u00e1ln\u00edch dopravn\u00edch \u00fakol\u016f arm\u00e1dy ve Kbel\u00edch, vrtuln\u00edkov\u00e1 \u010d\u00e1st byla mobiln\u00edm zprost\u0159edkovatelem let\u016f se speci\u00e1ln\u00edm posl\u00e1n\u00edm p\u0159i r\u016fzn\u00fdch velk\u00fdch cvi\u010den\u00edch v ter\u00e9nu. A tak na n\u011bj jako slu\u017eebn\u011b nejmlad\u0161\u00edho p\u0159\u00edslu\u0161n\u00edka slu\u017eby v\u011bt\u0161inou p\u0159ipadlo zabezpe\u010den\u00ed poln\u00ed jednotky vrtuln\u00edk\u016f. To mu vyhovovalo, byl sv\u00fdm p\u00e1nem, velitelem odlou\u010den\u00e9 skupiny a hlavn\u011b \u2013 pozn\u00e1val jin\u00fd zp\u016fsob zabezpe\u010den\u00ed, kter\u00fd mu velmi p\u0159ipom\u00ednal dobu, kdy byl plachta\u0159em v aeroklubu. Velk\u00fdm p\u0159\u00ednosem pro n\u011bj byla mo\u017enost z\u00fa\u010dast\u0148ovat se jako dal\u0161\u00ed \u010dlen pos\u00e1dky z\u00e1let\u016f po\u010das\u00ed.<\/span><br \/><span style=\"color: #003366;\">Bohu\u017eel i zde ho dostihly d\u016fsledky prov\u011b\u0159ov\u00e1n\u00ed spolehlivosti vykon\u00e1vat vojenskou slu\u017ebu, kdy mu bylo po prov\u011brk\u00e1ch zastaveno povy\u0161ov\u00e1n\u00ed, odm\u011b\u0148ov\u00e1n\u00ed i studium na tehdej\u0161\u00ed VAAZ v Brn\u011b se zd\u016fvodn\u011bn\u00edm, \u017ee na funkci, kterou zast\u00e1val, nen\u00ed pl\u00e1nov\u00e1no vysoko\u0161kolsk\u00e9 vzd\u011bl\u00e1n\u00ed. Tato z dne\u0161n\u00edho pohledu skryt\u00e1 diskriminace vyvrcholila po jednom nespravedliv\u00e9m st\u0159etu s velen\u00edm \u00fatvaru n\u00e1znakem, \u017ee by si m\u011bl podat \u017e\u00e1dost o odchod do z\u00e1lohy. Stalo se, \u017e\u00e1dost podal v \u00fanoru 1976 a jako jeden z d\u016fvodu odchodu uvedl i tuto skrytou praktiku. Naprosto netradi\u010dn\u011b si stanovil podm\u00ednku odchodu k 1. \u010dervnu t\u00e9ho\u017e roku. Kupodivu mu bylo ke dni 1. \u010dervence 1976 vyhov\u011bno.<\/span><br \/><span style=\"color: #003366;\">Okam\u017eit\u011b po pod\u00e1n\u00ed \u017e\u00e1dosti se zaj\u00edmal o mo\u017enost pracovat jako civiln\u00ed leteck\u00fd meteorolog na leti\u0161ti v Praze-Ruzyni. Proto ihned po propu\u0161t\u011bn\u00ed do z\u00e1lohy z\u00edskal zam\u011bstn\u00e1n\u00ed v \u010cesk\u00e9m hydrometeorologick\u00e9m \u00fastavu, v odboru leteck\u00e9 meteorologie jako leteck\u00fd meteorolog na leti\u0161ti v Praze-Ruzyni. V nov\u00e9m prost\u0159ed\u00ed se d\u00edky diametr\u00e1ln\u011b odli\u0161n\u00e9mu p\u0159\u00edstupu k jeho osob\u011b rychle za\u010dlenil do kolektivu spolupracovn\u00edk\u016f. V pr\u016fb\u011bhu t\u00e9to praxe si osvojil z\u00e1sady zabezpe\u010dov\u00e1n\u00ed civiln\u00ed leteck\u00e9 dopravy podle norem Mezin\u00e1rodn\u00ed organizace civiln\u00edho letectv\u00ed &#8211; ICAO. Vyu\u017eil tak\u00e9 bezprost\u0159edn\u00ed nab\u00eddky ke studiu p\u0159i zam\u011bstn\u00e1n\u00ed na Univerzit\u011b Jana Evangelisty Purkyn\u011b v Brn\u011b. V roce 1983, po \u0161estilet\u00e9m sna\u017een\u00ed, ukon\u010dil studium leteck\u00e9 meteorologie a z\u00edskal akademick\u00fd titul Doktor p\u0159\u00edrodn\u00edch v\u011bd &#8211; RNDr.<\/span><br \/><span style=\"color: #003366;\">Po politick\u00fdch zm\u011bn\u00e1ch v republice v roce 1989 a n\u00e1sledn\u011b i v arm\u00e1d\u011b mu bylo rehabilita\u010dn\u00ed komis\u00ed ozn\u00e1meno, \u017ee na z\u00e1klad\u011b d\u016fvod\u016f uveden\u00fdch v \u017e\u00e1dosti o p\u0159evod do z\u00e1lohy v roce 1976 se na n\u011bj vztahuje z\u00e1kon o rehabilitaci a \u017ee m\u00e1 mo\u017enost znovu nastoupit slu\u017ebu v arm\u00e1d\u011b. Kontaktoval tedy tehdy vedouc\u00ed p\u0159edstavitele vojensk\u00e9 pov\u011btrnostn\u00ed slu\u017eby, aby se o t\u00e9to z\u00e1le\u017eitosti informovali a n\u00e1sledn\u011b my bylo sd\u011bleno, \u017ee tato mo\u017enost re\u00e1ln\u011b existuje. Podal si tedy \u017e\u00e1dost a v roce 1990 prob\u011bhla jeho reaktivace, byla mu ud\u011blena hodnost major a nastoupil znovu k leteck\u00e9mu \u00fatvaru ve Kbel\u00edch &#8211; 3. dopravn\u00edmu leteck\u00e9mu pluku FMNO. Tentokr\u00e1t hned jako n\u00e1\u010deln\u00edk pov\u011btrnostn\u00ed slu\u017eby \u00fatvaru dostal za \u00fakol slu\u017ebu konsolidovat. Na z\u00e1klad\u011b zku\u0161enost\u00ed a praxe z leti\u0161t\u011b v Ruzyni ji bylo t\u0159eba p\u0159ev\u00e9st na poskytov\u00e1n\u00ed meteorologick\u00fdch informac\u00ed podle norem ICAO vzhledem k tomu, \u017ee se do na\u0161\u00ed republiky za\u010dalo l\u00e9tat ze z\u00e1padn\u00edch zem\u00ed, kde tato praxe b\u011b\u017en\u011b fungovala.<\/span><br \/><span style=\"color: #003366;\">D\u00edky vst\u0159\u00edcnosti tehdej\u0161\u00edho velen\u00ed \u00fatvaru, tedy plk. Ji\u0159\u00edho Proch\u00e1zky a jeho z\u00e1stupc\u016f pplk. Josefa Proch\u00e1zky pro klasick\u00e9 letouny a pplk. Miloslava Meduny pro vrtuln\u00edky a zodpov\u011bdn\u00e9ho p\u0159\u00edstupu cel\u00e9 skupiny meteorologick\u00e9 slu\u017eby ve Kbel\u00edch se tento \u00fakol poda\u0159ilo b\u011bhem kr\u00e1tk\u00e9 doby splnit. A nejen to, stejn\u011b \u00fasp\u011b\u0161n\u011b prob\u011bhlo i pro\u0161kolen\u00ed leteck\u00e9ho person\u00e1lu, kter\u00fd mohl l\u00e9tat \u201ena z\u00e1pad\u201c jedin\u011b tehdy, pokud bude, co se t\u00fd\u010de meteorologie, ovl\u00e1dat normy ICAO. Ve stejn\u00e9m duchu, tedy podle norem ICAO, prob\u011bhlo i zabezpe\u010den\u00ed 1. \u201eAirfest\u201c leteck\u00e9ho dne s mezin\u00e1rodn\u00ed \u00fa\u010dast\u00ed, kter\u00fd se uskute\u010dnil ve Kbel\u00edch. N\u00e1sledn\u011b zabezpe\u010doval i dal\u0161\u00ed leteck\u00e9 dny, kter\u00e9 d\u00e1le prob\u00edhaly na leti\u0161ti v Hradci Kr\u00e1lov\u00e9, av\u0161ak nejen zabezpe\u010doval, ale za\u0161koloval do zabezpe\u010den\u00ed i dal\u0161\u00ed p\u0159\u00edslu\u0161n\u00edky slu\u017eby.<\/span><br \/><span style=\"color: #003366;\">V roce 1992 p\u0159edal slu\u017ebu ve Kbel\u00edch kpt. Malcovi a p\u0159e\u0161el na Gener\u00e1ln\u00ed \u0161t\u00e1b A\u010cR do odboru vzdu\u0161n\u00fdch sil, kter\u00e9 v t\u00e9 dob\u011b velel plukovn\u00edk Franti\u0161ek Pad\u011blek, na pracovi\u0161t\u011b Hydrometeorologick\u00e9 slu\u017eby A\u010cR, kter\u00e9mu velel jej\u00ed n\u00e1\u010deln\u00edk plukovn\u00edk Franti\u0161ek Sochor. \u00dakolem Jacka Keruma bylo, na z\u00e1klad\u011b zku\u0161enost\u00ed z civiln\u00ed meteorologick\u00e9 slu\u017eby, sestavit pro vojensk\u00e9 letectvo normy ICAO tak, aby vyhovovaly vojensk\u00fdm pot\u0159eb\u00e1m. Po ro\u010dn\u00edm p\u016fsoben\u00ed a ukon\u010den\u00ed tohoto \u00fakolu byl p\u0159evelen na Hlavn\u00ed Pov\u011btrnostn\u00ed \u00dast\u0159ed\u00ed, kde m\u011bl jako z\u00e1stupce n\u00e1\u010deln\u00edka HP\u00da pro provoz, v\u00fdzkum a spojen\u00ed pokra\u010dovat s cel\u00fdm kolektivem v modernizaci slu\u017eby v r\u00e1mci cel\u00e9ho letectva. Tento nelehk\u00fd \u00fakol koordinoval plukovn\u00edk Anton\u00edn Moheln\u00edk, se kter\u00fdm si vbrzku pracovn\u011b velmi dob\u0159e rozum\u011bli. V prvn\u00ed \u0159ad\u011b v\u0161ak na n\u011bj po p\u0159\u00edchodu k HP\u00da spadl \u00fakol dokon\u010dit jeho p\u0159est\u011bhov\u00e1n\u00ed z kas\u00e1ren v Praze-Karl\u00edn\u011b do objektu v Praze-Ruzyni a tam pokra\u010dovat v modernizaci slu\u017eby. \u017de byla pr\u00e1ce cel\u00e9ho HP\u00da \u00fasp\u011b\u0161n\u00e1, potvrdila i n\u00e1v\u0161t\u011bva delegace Vojensk\u00e9ho v\u00fdboru NATO \u2013 meteorologick\u00e9 sekce, kter\u00e1 konstatovala schopnost na\u0161\u00ed meteorologick\u00e9 slu\u017eby za\u010dlenit se do struktur NATO.<\/span><br \/><span style=\"color: #003366;\">Major RNDr. Jacek Kerum ukon\u010dil slu\u017ebu ve vojensk\u00e9 leteck\u00e9 meteorologii dosa\u017een\u00edm v\u011bku, kdy slu\u017eba pro voj\u00e1ky z povol\u00e1n\u00ed kon\u010dila odchodem do v\u00fdslu\u017eby. V roce 1998 ode\u0161el do z\u00e1lohy, ale v pr\u00e1ci meteorologa pokra\u010doval i nad\u00e1le, tentokr\u00e1t v \u00dastavu fyziky atmosf\u00e9ry AV\u010cR jako odborn\u00fd v\u00fdzkumn\u00fd pracovn\u00edk. B\u011bhem sv\u00e9 nep\u0159etr\u017eit\u00e9 praxe se i nad\u00e1le v\u011bnoval bezmotorov\u00e9mu l\u00e9t\u00e1n\u00ed, ale rovn\u011b\u017e i pedagogick\u00e9 \u010dinnosti a\u0165 ji\u017e ve Vy\u0161\u0161\u00ed st\u0159edn\u00ed leteck\u00e9 \u0161kole, v leteck\u00e9m v\u00fdcvikov\u00e9m centru \u010cSA v Praze-Ruzyni nebo v \u00dastavu leteck\u00e9 dopravy \u010cVUT. Mimo to publikoval stati o meteorologii i v \u010dasopisech Pilot a Flying Revue, kde mu vy\u0161el i Sborn\u00edk \u010dl\u00e1nk\u016f s t\u00e9matikou zam\u011b\u0159enou na bezpe\u010dnost leteck\u00e9ho provozu z pohledu pov\u011btrnostn\u00edch vliv\u016f.
