Snad je tomu tak z obavy, \u017ee by Meteorologick\u00e9 zpr\u00e1vy mohly budit dojem z\u00e1vodn\u00edho \u010dasopisu hydrometeorologick\u00fdch \u00fastav\u016f, anebo proto, \u017ee po\u00advaha a zvl\u00e1\u0161t\u011b n\u00e1ro\u010dnost pr\u00e1ce pozorovatel\u016f jsou v\u0161eobecn\u011b zn\u00e1my.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-e93c11f elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"e93c11f\" data-element_type=\"section\" data-settings=\"{&quot;_ha_eqh_enable&quot;:false}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-6b169ea\" data-id=\"6b169ea\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-768db9e elementor-widget elementor-widget-text-editor\" data-id=\"768db9e\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p class=\"rtejustify\" style=\"text-align: left;\"><span style=\"color: #003366;\">Domn\u00edv\u00e1m se v\u0161ak, \u017ee pr\u00e1v\u011b v t\u00e9to dob\u011b orientace ekonomiky na trh a ob\u010dan\u016f na pen\u00edze je t\u0159eba vyzvednout dobrovolnou soustavnou pr\u00e1ci, kter\u00e1 je vykon\u00e1v\u00e1na i z jin\u00fdch pohnutek ne\u017e finan\u010dn\u00edch.<\/span><\/p><p class=\"rtejustify\" style=\"text-align: left;\"><span style=\"color: #003366;\">Utv\u00e1\u0159en\u00ed datov\u00e9 z\u00e1kladny hydrometeorologick\u00fdch \u00fastav\u016f se vzhledem k n\u00edzk\u00e9mu stupni automatizace m\u011b\u0159en\u00ed a z d\u016fvo\u00add\u016f organiza\u010dn\u00edch bez pr\u00e1ce dobrovoln\u00fdch pozorovatel\u016f neo\u00adbejde. Ne zpracovatel\u00e9 a u\u017eivatel\u00e9 meteorologick\u00fdch \u00fadaj\u016f, n\u00fdbr\u017e spr\u00e1vcov\u00e9 s\u00edt\u00ed a revizo\u0159i klimatologick\u00e9 slu\u017eby v\u011bd\u00ed, jak obt\u00ed\u017en\u00e9 je zvl\u00e1\u0161t\u011b v m\u00edstech v\u011bt\u0161\u00edch pracovn\u00edch p\u0159\u00edle\u017eitost\u00ed naj\u00edt nov\u00e9 dobrovoln\u00e9 pozorovatele a zajistit kvalitn\u00ed meteo\u00adrologick\u00e9 pozorov\u00e1n\u00ed. Zna\u010dn\u00e1 pohyblivost dne\u0161n\u00ed populace v t\u00fddenn\u00edm cyklu je v rozporu s v\u00e1zanost\u00ed na m\u00edsto pozorov\u00e1\u00adn\u00ed, podobn\u011b jako ve\u010dern\u00ed sledov\u00e1n\u00ed televize ohro\u017euje pozoro\u00advac\u00ed term\u00edn v 21 hodin. Nav\u00edc pozorovatel\u00e9 neust\u00e1le nar\u00e1\u017eej\u00ed na nedostatek z\u00e1kladn\u00edch stani\u010dn\u00edch p\u0159\u00edstroj\u016f, z nich\u017e n\u011bkte\u00adr\u00e9 jsou i konstruk\u010dn\u011b nevhodn\u00e9 a poruchov\u00e9. A p\u0159esto n\u011bkte\u00ad\u0159\u00ed z nich po cel\u00e1 desetilet\u00ed prokazuj\u00ed v\u011brnost sledov\u00e1n\u00ed po\u010das\u00ed, tak\u017ee \u010dinnost klimatologick\u00fdch stanic je trvale spjata s jejich jm\u00e9nem.<\/span><\/p><p class=\"rtejustify\" style=\"text-align: left;\"><span style=\"color: #003366;\">V Moravsk\u00fdch Bud\u011bjovic\u00edch je ji\u017e 40 let spr\u00e1vcem dopl\u0148\u00adkov\u00e9 klimatologick\u00e9 stanice pan Franti\u0161ek Kav\u00e1lek, jen\u017e v tomto roce oslavil 75. narozeniny. Narodil se 6. dubna 1920 v Kl\u00edpci v nymbursk\u00e9m okrese v rodin\u011b d\u016fstojn\u00edka. S rodi\u010di se \u010dasto st\u011bhoval, poznal Ji\u010d\u00edn, Trutnov, Varnsdorf, M\u00edstek a Znojmo. V 17 letech narukoval jako dobrovoln\u00edk do Trutnova do hrani\u010d\u00e1\u0159sk\u00e9ho praporu, po odstoupen\u00ed Sudet se st\u011bhoval ze \u0160pindlerova Ml\u00fdna do Ji\u010d\u00edna a po 15. b\u0159eznu 1939 byl z arm\u00e1dy propu\u0161t\u011bn. Pracoval v N\u011bmecku, za v\u00e1lky se mu poda\u0159ilo tak\u00e9 absolvovat obchodn\u00ed \u0161kolu v Moravsk\u00fdch Bud\u011bjovic\u00edch. Tam se po roce 1945 p\u0159ihl\u00e1sil do zam\u011bstn\u00e1n\u00ed ve spo\u0159iteln\u011b, pozd\u011bji pracoval rovn\u011b\u017e v bank\u00e1ch, a jako vedou\u00adc\u00ed spo\u0159itelny v Moravsk\u00fdch Bud\u011bjovic\u00edch ode\u0161el do d\u016fchodu.<\/span><\/p><p class=\"rtejustify\" style=\"text-align: left;\"><span style=\"color: #003366;\">Je\u0161t\u011b jako d\u016fchodce po dva roky pracoval v bance v nedale\u00adk\u00e9m rakousk\u00e9m p\u0159\u00edhrani\u010dn\u00edm m\u011bst\u011b Laa an der Thaja.<\/span><\/p><p class=\"rtejustify\" style=\"text-align: left;\"><span style=\"color: #003366;\"><img decoding=\"async\" class=\"alignleft\" src=\"http:\/\/www.cmes.cz\/sites\/default\/files\/Mor.%20Bud%C4%9Bjovice.JPG\" alt=\"\" \/><\/span><\/p><p class=\"rtejustify\" style=\"text-align: left;\"><span style=\"color: #003366;\">Ze stani\u010dn\u00ed dokumentace je z\u0159ejm\u00e9, jak F. Kav\u00e1lek je\u0161t\u011b jako zmocn\u011bnec Investi\u010dn\u00ed banky pro tehdej\u0161\u00ed okres Mo\u00adravsk\u00e9 Bud\u011bjovice inicioval z\u0159\u00edzen\u00ed meteorologick\u00e9 stanice vy\u0161\u0161\u00edho stupn\u011b, kter\u00e1 by nahradila b\u00fdvalou stanici III. stupn\u011b s mal\u00fdm rozsahem pozorov\u00e1n\u00ed. Nov\u00e1 stanice v Moravsk\u00fdch Bud\u011bjovic\u00edch \u03c6 = 49 \u00b0 05&#8242;, \u03b1 = 15 <sup>0<\/sup> 49&#8242;, h = 457 m n.m.) byla z\u0159\u00edzena 17. \u00fanora 1955 a nep\u0159eru\u0161en\u00e9 je v \u010dinnosti doposud. Byla um\u00edst\u011bna na jjz. okraji m\u011bsta v doln\u00ed \u010d\u00e1sti svahu v par\u010d\u00ed\u00adku na n\u00e1m\u011bst\u00ed venkovsk\u00e9ho r\u00e1zu, od severu je v\u011btrn\u00e1 sm\u011brov\u00adka ve vzd\u00e1lenosti 150 a\u017e 200 m p\u0159ev\u00fd\u0161ena komplexem budov. I kdy\u017e v inspek\u010dn\u00ed zpr\u00e1v\u011b z roku 1962 bylo konstatov\u00e1no, \u017ee um\u00edst\u011bn\u00ed stanice je nevhodn\u00e9 (poloha v mrazov\u00e9 kotlin\u011b a sn\u00ed\u00ad\u017een\u00ed ventilace stromy a ke\u0159i), po odstran\u011bn\u00ed okoln\u00ed vegetace byla stanice d\u00e1le provozov\u00e1na, stejn\u011b jako mnoho jin\u00fdch meteorologick\u00fdch stanic, k jejich\u017e um\u00edst\u011bn\u00ed lze m\u00edt v\u00fdhrady.<\/span><\/p><p class=\"rtejustify\" style=\"text-align: left;\"><span style=\"color: #003366;\">V leto\u0161n\u00edm roce jubiluje tedy i klimatologick\u00e1 stanice v Moravsk\u00fdch Bud\u011bjovic\u00edch, slav\u00edc\u00ed 40 let trv\u00e1n\u00ed. Jej\u00ed spr\u00e1v\u00adce F. Kav\u00e1lek se se svou man\u017eelkou zaslou\u017eil o dlouhou \u0159adu kvalitn\u00edch pozorov\u00e1n\u00ed, v\u00fdkazy ze stanice sv\u011bd\u010d\u00ed o jeho pe\u010dli\u00advosti a l\u00e1sce k \u010d\u00edsl\u016fm. Z\u00e1jem o po\u010das\u00ed dokl\u00e1d\u00e1 i \u010dl\u00e1nky v m\u00edst\u00adn\u00edm tisku, v n\u011bm\u017e pravideln\u011b hodnot\u00ed pov\u011btrnostn\u00ed pom\u011bry uplynul\u00e9 ro\u010dn\u00ed doby s pomoc\u00ed dlouhodob\u00fdch pr\u016fm\u011br\u016f, kter\u00e9 s\u00e1m vypo\u010d\u00edtal. Je skute\u010dn\u00fdm znalcem m\u00edstn\u00edho po\u010das\u00ed, odbor\u00adn\u00edkem na sv\u00e9m m\u00edst\u011b. Vyj\u00e1d\u0159il p\u0159\u00e1n\u00ed vydr\u017eet ve sv\u00e9 pr\u00e1ci je\u0161\u00adt\u011b 10 rok\u016f.
