Je nutn\u00e9 hledat cesty, jak ovlivnit f\u00e1ze ob\u011bhu vody v na\u0161\u00ed krajin\u011b, jak napravit negativn\u00ed z\u00e1sahy \u010dlov\u011bka, ale tak\u00e9 jak dal\u0161\u00edm p\u0159edch\u00e1zet, abychom m\u011bli v na\u0161\u00ed krajin\u011b dostate\u010dn\u00e9 mno\u017estv\u00ed vody. Proto je pot\u0159eba v\u011bnovat pozornost podstat\u011b v\u00fdskytu povodn\u00ed, sucha i z\u00e1sah\u016f do krajiny, vyvodit z\u00e1v\u011bry a stanovit komplexn\u00ed \u0159e\u0161en\u00ed.
