P\u0159edpov\u011bdn\u00ed oblast zahrnuje v\u00fdchodn\u00ed Ameriku, Evropu a\u017e po Ural, na severu od p\u00f3lu po b\u0159ehy severn\u00ed Afriky. 520 uzlov\u00fdch bod\u016f, krok s\u00edt\u011b na map\u011b pol\u00e1rn\u00ed stereografick\u00e9 projekce 1 : 15 mil. 330 km, integra\u010dn\u00ed krok 45 minut. Vypracov\u00e1n program anal\u00fdzy s r\u016fzn\u00fdmi kroky s\u00edt\u011b (330, 110, 50 a 30 km), program pro v\u00fdpo\u010det slo\u017eek rychlosti z geopotenci\u00e1ln\u00edch v\u00fd\u0161ek pomoc\u00ed balan\u010dn\u00ed rovnice.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">1970 &#8211; T\u0159\u00edparametrick\u00fd model Sawyer\u016fv a Whitelam\u016fv. Pl\u00e1n gener\u00e1ln\u00ed automatizace, kter\u00fd je zku\u0161ebn\u011b realizov\u00e1n v B\u011blorusk\u00e9 SSR od roku 1967. Z\u00e1kladn\u00edmi \u010dl\u00e1nky obou syst\u00e9m\u016f jsou automatick\u00e9 meteorologick\u00e9 stanice (USA: AMOS-V; SSSR: UATGMS-4), radiosond\u00e1\u017en\u00ed a radioloka\u010dn\u00ed stanice napojen\u00e9 p\u0159es region\u00e1ln\u00ed \u00fast\u0159ed\u00ed na teritori\u00e1ln\u00ed centrum. Spojen\u00ed je v\u00fdhradn\u011b linkov\u00e9, rychlost p\u0159enosu 50\u20141200 Bd, frekvence sb\u011bru zpr\u00e1v podle po\u017eadavku i v n\u011bkolikaminutov\u00fdch intervalech. Rozli\u010dn\u00e9 typy automa\u00adtick\u00fdch stanic se tak\u00e9 vyv\u00edjej\u00ed p\u0159edev\u0161\u00edm ve Francii, Japonsku a Velk\u00e9 Brit\u00e1nii. Novovzniknut\u00fd \u0161t\u00e1tny \u00fatvar \u010deskoslovensk\u00e1 republika ide do nov\u00e9ho \u017eivota s velk\u00fdm el\u00e1nem a vierou v \u017eivotod\u00e1rnos\u0165 me\u0161tiacko-demokratick\u00e9ho zriadenia. Rob\u00ed sa inventariz\u00e1cia dedi\u010dstva a robia sa pl\u00e1ny do bud\u00facna. V t\u00fdchto pomeroch vznik\u00e1 pred 50 rokmi \u0160t\u00e1tny meteorologick\u00fd \u00fastav. I ke\u010f jeho vznik znamen\u00e1 kvalitat\u00edvny zvrat v rozvoji \u010deskoslo-venskej meteorol\u00f3gie, t\u0159eba tu vidie\u0165 a spomen\u00fa\u0165 v predch\u00e1dzaj\u00facom obdob\u00ed vybudovan\u00e9 z\u00e1klady, na ktor\u00fdch vyr\u00e1stol dne\u0161n\u00fd syst\u00e9m na\u0161ich meteorologick\u00fdch in\u0161tit\u00faci\u00ed.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Po\u010diatky systematick\u00fdch pozorovan\u00ed po\u010dasia na \u00fazem\u00ed teraj\u0161ej \u010d\u0160SR pomocou pr\u00edstrojov pripadaj\u00fa na za\u010diatok 18. stor. Za najstar\u0161ie odborn\u00e9 meteorologick\u00e9 z\u00e1znamy pova\u017eu\u00adjeme Pre\u0161ovsk\u00e9 pozorovania J. A. Reimana z r. 1717 \u2014 20. Pozornost&#8217; po\u010dasiu v tom \u010dase v\u011bnovali tie\u017e hv\u011bzd\u00e1rn\u011b, ktor\u00e1 sa nach\u00e1dzali v univerzitn\u00fdch centr\u00e1ch v Prahe a Trnav\u011b. Z\u00e1sluhy o rozvoj meteorol\u00f3gie na Trnavskej univerzit\u011b patria najma jej rektorovi prof. J. Dobronokimu (prv\u00e1 pol. 17. stor.) a univ. prof. F. Weissovi (druh\u00e1 pol. 18. stor.). Pra\u017esk\u00e9 pozorovania zapo\u010dat\u00e9 univ. prof. J. Steplingom na Klement\u00ednskej hvezd\u00e1rni r. 1752 vykon\u00e1van\u00e9 a\u017e dodnes patria medzi najdlh\u0161ie pozorovacie rady v Evr\u00f3pe. Steplingov n\u00e1stupea univ. prof. A. Strnad za finan\u010dnej podpory Man-heimskej Palat\u00ednskej meteorologickej spolo\u010dnosti zalo\u017eil prv\u00fa sie\u0165 meteorologick\u00fdch stanic Rak\u00faska. K. Kreil, jeden z neskor\u0161\u00edch ved\u00facich Klementinsk\u00e9ho observat\u00f3ria, ako autor spisu \u201eKlimatol\u00f3gia \u010ciech&#8221; a konstrukt\u00e9r viacer\u00fdch regis-tra\u010dn\u00fdch meteorologick\u00fdch pr\u00edstrojov stal sa r. 1862 prv\u00fdm riaditelom Centr\u00e1lneho meteorologick\u00e9ho \u00fastavu Rak\u00faska. Spolu s n\u00edm odi\u0161lo do Viedne viacero \u010desk\u00fdch meteorol\u00f3gov, medzi nimi i K. Jel\u00ednek, ktor\u00e9ho fyzik\u00e1lno-meteorologick\u00e9 tabulky s\u00fa pou\u017e\u00edvan\u00e9 dodnes.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Od r. 1870, t. j. od Rak\u00fasko-Uhorsk\u00e9ho vyrovnania a\u017e do konca I. sv\u011btov\u011bj vojny, prebiehal v\u00fdvqj meteorol\u00f3gie na \u00fazem\u00ed \u010ciech a Slovenska odd\u011blen\u00e9. V tomto obdob\u00ed dr. E. Purkyn\u011b, syn sl\u00e1vneho fyziol\u00f3ga, vybudoval v \u010cech\u00e1ch v tom \u010dase najhustej\u0161iu obrometrick\u00fa sie\u0165 na sv\u011bte. Spracovania \u00fadajov o zr\u00e1\u017ekach vykonal matematik, neskor\u0161ie rektor Karlovej univerzity, prof- F. Studni\u010dka v pr\u00e1ci \u201eZ\u00e1klady op\u00edsania da\u017e\u010fov v \u010ceskom kr\u00e1lovstve&#8221;. K rozvoj\u016f meteoro\u00adl\u00f3gie v\u00fdznamn\u00e9 p\u0159isp\u011bl tie\u017e prv\u00fd prof. meteorol\u00f3gie Karlovej univerzity F. Augustin (1846\u20141908) pr\u00e1cami klimatolo-gick\u00e9ho zamerania, napr. \u201eVelk\u00e1 klimatografia Prahy&#8221;, \u201eTeplotn\u011b pom\u011bry Sudiet&#8221; a pod. Sv\u011btov\u00e9 meno, najma na \u00faseku dynamickej meteorol\u00f3gie dosiahol univ. prof. S. Hanzl\u00edk (1887\u20131965).<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Stav vtedaj\u0161ej meteorol\u00f3gie na \u00fazem\u00ed dne\u0161n\u00e9ho Slovenska charakterizuje \u010dinnos\u0165 dvoch v\u00fdznamn\u00fdch observat\u00f3ri\u00ed. Prv\u00e9 z nich zalo\u017eil r. 1871 v Hurbanove (\u00d3. Gyalla) M. Konkoly &#8211; Thege, heskor\u0161\u00ed riaditel Centr\u00e1lneho \u00fastavu pre meteoro\u00adl\u00f3giu a zemsk\u00fd magnetizmus v Budape\u0161ti. Observat\u00f3rium svoj\u00edm v\u011bdeck\u00fdm zameran\u00edm a pravideln\u00fdm publikov\u00e1n\u00edm v\u00fdsledkov stalo sa zn\u00e1m\u00fdm i v zahrani\u010d\u00ed. V r. 1872 G. von Freisenhof zalo\u017eil v Kr\u00e1sn\u00e9 pri Nedanovciach agrometeoro\u00adlogick\u00e9 observat\u00f3rium vydavaj\u00face vlastn\u00fd \u010dasopis \u201eRosni\u010d\u00adka&#8221;. \u010casopis vych\u00e1dzal od r. 1882, okrem odborn\u00fdch pr\u00e1c uve\u0159ej\u0148oval a\u017e do I. sv\u011btov\u011bj vojny predpovede po\u010dasia pre nitriansky kraj. Pozoruhodn\u00fdch v\u00fdsledkov vo v\u00fdskume vplyvu orografie Karp\u00e1t na meteorologick\u00e9 procesy a klimatick\u00e9 pom\u011bry Slovenska, dosiahol v\u00fdznamn\u00fd uhorsk\u00fd klimatolog, oravsk\u00fd rod\u00e1k Z. R\u00f3na.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V r. 1919 po utvo\u0159en\u00ed \u010ceskoslovenskej republiky zakl\u00e1d\u00e1 dr. R. Schneider \u0160t\u00e1tny meteorologick\u00fd \u00fastav. \u00da\u017e v tom istom roku zapo\u010dalo sa s pravideln\u00fdm uve\u0159ej\u0148ov\u00e1n\u00edm pred\u00adpov\u011bd\u00ed po\u010dasia. Synoptick\u00fa slu\u017ebu viedol dr. G. Swoboda, autor viacer\u00fdch v\u00fdznamn\u00fdch pr\u00e1c. napr. \u201eLeteck\u00e1 meteorol\u00f3\u00adgia&#8221;, \u201eVlny a v\u00edry na kv\u00e1zistacion\u00e1rnych poveternostn\u00fdch fron\u00adtech nad Eur\u00f3pou&#8221; vyhotovenu v spolupr\u00e1ci s jedn\u00fdm zo spoluzakladatelov n\u00f3rskej meteorologickej \u0161koly Bergeronom.<\/span><\/p><\/div><div><p class=\"rtejustify\"><span style=\"color: #003366;\">Dr. Swoboda sa po vojn\u011b stal prv\u00fdm sekret\u00e1rom Sv\u011btov\u011bj meteorologickej organiz\u00e1cie pri OSN. K rozvoj\u016f \u010deskoslo-venskej synoptickej meteorol\u00f3gie p\u0159isp\u011bl tie\u017e univ. prof. M. Kon\u010dek, zakladatel meteorologick\u00e9ho \u00fastavu a katedry me\u00adteorol\u00f3gie na Slovensku (Bratislava). Jeho pr\u00e1ce znamenaj\u00fa podstatn\u00fd p\u0159\u00ednos k poznaniu klimatick\u00fdch pomerov \u010ceskoslovenska, bioklima-tick\u00fdch pomerov k\u00fapeln\u00fdch miest a vypracovaniu klima\u00adtick\u00fdch krit\u00e9ri\u00ed pre pot\u0159eby \u00fazemn\u00e9ho pl\u00e1novania.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Na v\u00fdvoji \u010deskoslovenskej meteorol\u00f3gie v medzivojnovom obdob\u00ed maj\u0161 zna\u010dn\u00fd podiel L. Novozriaden\u00fd Hydrometeorologick\u00fd \u00fastav zais\u0165uje pot\u0159eby n\u00e1rodn\u00e9ho hospod\u00e1rstva. Na Komensk\u00e9ho univerzit\u011b prof. Kon\u010dek so svoj\u00edm kolekt\u00edvnom zameriava sa na probl\u00e9my horskej meteorol\u00f3gie, sekul\u00e1rn\u011b zm\u011bny kl\u00edmy a tepeln\u00fa bilanciu povrchu. V posobnosti Slovenskaj akad\u00e9mie vied utvo\u0159il sa v Bratislav\u011b \u00dastav meteorol\u00f3gie a klimatol\u00f3gie, ktor\u00fd pod veden\u00edm dr. F. Smo\u00adlena pracuje v ot\u00e1zk\u00e1ch fyziky atmosf\u00e9ry so zameran\u00edm na radi\u00e1ciu ovzdu\u0161ia a probl\u00e9my horskej meteorol\u00f3gie. Celosv\u011btov\u00e1 podstata t\u00fdchto probl\u00e9mov je zn\u00e1ma a medzin\u00e1rodne organiz\u00e1cie p\u0159ipravili pl\u00e1ny na ich spolo\u010dn\u00e9 rie\u0161enie.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Ako tu bolo viackr\u00e1t poznamenan\u00e9, i na\u0161a meteorol\u00f3gia sa bude podiela\u0165 na pln\u011bn\u00ed viacer\u00fdch \u010diastkov\u00fdch \u00faloh t\u00fdchto medzin\u00e1rodn\u00fdch programov.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Ku konc\u016f tohto storo\u010dia sa pot\u0159eba a \u010derpanie vody p\u0159i\u00adbli\u017en\u00e9 strojn\u00e1sob\u00ed v d\u00f3sledku \u010doho vznikne v mnoh\u00fdch kraji\u00adn\u00e1ch, pochopiteln\u00e9 i u n\u00e1s, ak\u00fatny nedostatok pitnej a u\u017eitkovej vody. S\u00fa opodstatn\u011bn\u00e9 n\u00e1znaky toho, \u017ee nedostatok vody bude jedn\u00fdm z v\u00e1\u017en\u00fdch faktorov obmedzuj\u00facim \u010fal\u0161iu v\u00fdstavbu priemyslu a polnohospod\u00e1rstva.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Rie\u0161enie ot\u00e1zok z\u00e1sob a kolob\u011bhu vody v glob\u00e1lnom me\u00adradle je zabezpe\u010dovan\u00e9 programom Medzin\u00e1rodnej hydrologickej dek\u00e1dy. V r\u00e1mci tohto programu sa Hydrometeoro\u00adlogick\u00fd \u00fastav v Prahe i Bratislav\u011b podiela na rie\u0161en\u00ed niekto\u00adr\u00fdch \u00faloh t\u00fdkaj\u00facich sa spresnenia znalosti o na\u0161ich vodn\u00fdch z\u00e1sob\u00e1ch, ich plo\u0161n\u00fdch a \u010dasov\u00fdch zm\u011bn\u00e1ch apod. I meteorol\u00f3gov, v r\u00e1mci programu MHD, \u010dak\u00e1 hodn\u00e9 pr\u00e1ce, najma v s\u00favislosti s rie\u0161en\u00edm ot\u00e1zok atmosferickej \u010dasti kolob\u011bhu vody.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">\u010eal\u0161ia paleta probl\u00e9mov, ktor\u00e9 prin\u00e1\u0161a vedecko-technick\u00e1 revol\u00facia s\u00favis\u00ed s neust\u00e1l\u00fdm zvy\u0161ov\u00e1n\u00edm zne\u010distenia ovzdu\u0161ia. Straty spojen\u00e9 so zne\u010dis\u0165ov\u00e1n\u00edm \u017eivotn\u00e9ho prostredia v \u010cSSR \u010dinia okolo 3,5 miliardy kor\u00fan ro\u010dn\u011b. Tieto \u0161kody st\u00fapaj\u00fa v celosvetovom meradle alarmuj\u00facou r\u00fdchlos\u0165ou. Asi do roku 1940 bolo ni\u010denie rastlinstva exhal\u00e1tmi skoro nezn\u00e1m\u00fdm pojmom. Dnes je roz\u0161\u00ed\u0159en\u00e9 vo v\u0161etk\u00fdch priemyseln\u00fdch krajin\u00e1ch a znamen\u00e1 re\u00e1ln\u00e9 nebezpe\u010denstvo rozvoj\u016f polnohospod\u00e1rstva a ovplyv\u0148uje v\u00fdskyt typick\u00fdch chorob u lud\u00ed.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">\u010dasto hl\u00e1\u0161en\u00e1 t\u00e9za, \u017ee hlavn\u00fdm cielom m\u00e1 by\u0165 odstr\u00e1nenie v\u0161etk\u00fdch \u0161kodlivin priamo pri zdroji zne\u010dis\u0165ovania, je odhliadn\u00fac od je neuskuto\u010dnitelnosti, neudr\u017eiteln\u00e1. Toto nekompro\u00admisn\u011b stanovisko toti\u017e prehliada skuto\u010dnos\u0165, \u017ee atmosf\u00e9ra m\u00e1 za norm\u00e1lnych podmienok velk\u00fa kapacitu prij\u00edmania a disperzie exhal\u00e1ci\u00ed, bez toho, aby nastali ne\u017eelateln\u00e9 podmienky. Kapacita rozptylu z\u00e1vis\u00ed na vertik\u00e1lnej pohyblivosti vzduchu ktor\u00e1 sa meni v \u0161irok\u00fdch medziach. Pri vet\u0159e je asi 10 000 kr\u00e1t v\u00e1\u010d\u0161ia ne\u017e pri stagnaci vzduchu. Ot\u00e1zk\u00e1m \u010distoty ovzdu\u0161ia a \u017eivotn\u00e9ho prostredia v\u00f3bec v\u011bnuje zv\u00fd\u0161en\u00fa pozornost&#8217; v svetovom meradle i GSN. V\u011bdeck\u00fd program v tomto sm\u011bre je rozsiahly a podida sa na \u0148om i \u010cSSR. Za \u00fa\u010dinnej pomoci OSN robia sa p\u0159\u00edpravy na zriadenie st\u0159ediska pre v\u00fdsk\u016fm a rozvoj ochrany \u017eivotn\u00e9ho prostredia. HM\u00da sa bud\u00fa po\u00addiela\u0165 na rie\u0161en\u00ed niektor\u00fdch \u010diastkov\u00fdch probl\u00e9moch tohto st\u0159ediska.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Medzi mnoh\u00fdmi v\u011bdn\u00fdmi odbormi pr\u00e1v\u011b tie discipl\u00edny, ktor\u00e9 sa zaoberaj\u00fa \u017eivotn\u00fdm prost\u0159ed\u00edm \u010dlov\u011bka si vy\u017eaduj\u00fa medzin\u00e1rodn\u00fa spolupr\u00e1cu. V meteorologii medzin\u00e1rodn\u00e1 spolupr\u00e1ca v \u0161irokom meradle je nevyhnutn\u00e1 najma pri za-dov\u00e1\u017een\u00ed \u00fadajov o po\u010das\u00ed z cel\u00e9ho sv\u011bta, sl\u00fa\u017eiacich ako pod-kladov pre vedu, tak i pre slu\u017eby, ktor\u00e9 vykon\u00e1v\u00e1. O 3 roky bude tomu 100 rokov, \u010do meteorol\u00f3govia za\u010dali spolupraco\u00advat&#8217; v r\u00e1mci Medzin\u00e1rodnej meteorologickej organiz\u00e1cie. V s\u00favislosti s r\u00fdchl\u00fdm rozvojom meteorol\u00f3gie v posledn\u00fdch desa\u0165ro\u010diach p\u0159i\u0161lo roku 1951 k pretvoreniu tohto org\u00e1nu v Svetov\u00fa meteorologick\u00fa organiz\u00e1ciu, ako \u0161peci\u00e1lnu zlo\u017eku OSN. Od r. 1961, ke\u010f program rozvoja meteorol\u00f3gie projed\u00adn\u00e1valo Valn\u00e9 zhroma\u017edenie OSN, sa datuje zintenz\u00edvnenie medzin\u00e1rodnej spolupr\u00e1ce. Rezol\u00facia tohto zhroma\u017edenia vyz\u00fdv\u00e1 v\u0161etky \u010dlensk\u00e9 \u0161t\u00e1ty, SMO a in\u00e9 organiz\u00e1cie, aby p\u0159i\u00adjali opatrenia, ktor\u00e9 by ur\u00fdchlovali pokrok v meteorologii. SMO p\u0159ipravila pl\u00e1n nov\u00e9ho poveternostn\u00e9ho syst\u00e9mu, ktor\u00fd nesie meno \u201eSv\u011btov\u00e1 slu\u017eba po\u010dasia&#8221; (SSP). \u00da\u010delom tohto projektu je pomocou nov\u00fdch met\u00f3d a technick\u00fdch prostried\u00adkov, ako s\u00fa meteorologick\u00e9 radary, dru\u017eice, automatick\u00e9 stanice, vysokov\u00fdkonn\u00e9 po\u010d\u00edta\u010de apod. z\u00edskat&#8217; nov\u00e9 v\u011bdomosti atmosf\u00e9rick\u00fdch procesoch a mo\u017enosti aplik\u00e1cie vypl\u00fdvaj\u00face z t\u00fdchto nov\u00fdch poznatkov spr\u00edstupni\u0165 v\u0161etk\u00fdm \u0161t\u00e1tom sv\u011bta. K tomuto cielu SSP pl\u00e1nuje vytvori\u0165:<\/span><\/p><ol><li class=\"rtejustify\"><span style=\"color: #003366;\">Glob\u00e1lny pozorovac\u00ed syst\u00e9m obopinaj\u00faci r\u00f3znymi po\u00adzorovac\u00edmi objektami cel\u00fd svet. V s\u00favislosti s t\u00fdmto progra\u00admom HM\u00da Praha a Bratislava pl\u00e1nuj\u00fa vybudova\u0165 rad nov\u00fdch profesion\u00e1lnych meteorologick\u00fdch stanic, prebudov\u00e1vaj\u00fa Aerologick\u00fa stanicu v Prahe i Poprade, za\u010dali budovat&#8217; sie\u0165 stred\u00edsk pre radarov\u00fa meteorol\u00f3giu a vytv\u00e1raj\u00fa podmienky pre p\u0159\u00edjem spr\u00e1v z meteorologick\u00fdch dru\u017e\u00edc.<\/span><\/li><li class=\"rtejustify\"><span style=\"color: #003366;\">Glob\u00e1lny telekomunika\u010dn\u00fd syst\u00e9m &#8211; pre r\u00fdchlu v\u00fdm\u011bnu meteorologick\u00fdch \u00fadajov. HM\u00da Praha sa nach\u00e1dza na hlavnom spojovacom okruhu a m\u00e1 plni\u0165 \u00falohu region\u00e1lneho centra. Tak\u00e9to centrum disponuj\u00face zariaden\u00edm pre vysoko-\u00fa\u010dinn\u00e9 p\u0159enosov\u00e9 r\u00fdchlosti m\u00e1 by\u0165 v Prahe (za \u00fa\u010dinnej finan\u010dnej pomoci SMO) vybudovan\u00e9 do roku 1972. S\u00fa\u010dasne s budov\u00e1n\u00edm telekomunika\u010dn\u00e9ho centra p\u0159ipravuje HM\u00da Praha v\u00fdstavbu komplexn\u00e9ho v\u00fdpo\u010dtov\u00e9ho st\u0159ediska vybave\u00adn\u00e9ho vysokov\u00fdkonn\u00fdm po\u010d\u00edta\u010dom strednej velkosti, ktor\u00e9 pop\u0159i telekomunika\u010dnom zabezpe\u010dovan\u00ed bude rie\u0161i\u0165 prev\u00e1dzkov\u00e9 a v\u00fdskumn\u00e9 \u00falohy v\u0161etk\u00fdch odborov \u00fastavu.<\/span><\/li><li class=\"rtejustify\"><span style=\"color: #003366;\">Glob\u00e1lny syst\u00e9m spracovania \u00fadajov &#8211; p\u0159edpokl\u00e1d\u00e1 vybudovanie syst\u00e9mu meteorologick\u00fdch centier, kde bud\u00fa spracovan\u00e9 \u00fadaje a vykon\u00e1van\u00e9 anal\u00fdzy, ktor\u00e9 nie je mo\u017en\u00e9, resp. nie je rentabiln\u011b robit&#8217; v n\u00e1rodn\u00fdch organiz\u00e1ci\u00e1ch. Z odznel\u00fdch pr\u00edspevkov je z\u0159ejm\u00e9, \u017ee HM\u00da odborn\u00fdm zameran\u00edm i organiza\u010dn\u00fdmi opatreniami robi p\u0159\u00edpravy na postupn\u00fd p\u0159echod smeruj\u00faci k vyu\u017eitiu nov\u00e9ho glob\u00e1lneho syst\u00e9mu spracovania \u00fadajov.<\/span><\/li><li class=\"rtejustify\"><span style=\"color: #003366;\">Program SSP p\u0159edpokl\u00e1d\u00e1 tie\u017e \u0161irok\u00fa v\u00fdskumn\u00fa \u010dinnost&#8221; a \u0161kolenie odborn\u00edkov v medzin\u00e1rodnom meradle. V\u00fdchova nov\u00fdch odborn\u00edkov, ktorej v\u011bnuje velk\u00fa pozornost&#8217; i SMO je probl\u00e9mom, kter\u00fd mus\u00edme rie\u0161i\u0165 i u n\u00e1s. Z hradiska tohto stavu pova\u017eujeme za prosp\u011b\u0161n\u00e9 v r\u00e1mci \u010deskoslovenskej me teorolog. spolo\u010dnosti, resp. i inom f\u00f3re projednat&#8217; p\u0159\u00edpravu semin\u00e1ra zameran\u00e9ho na koncepciu v\u00fdchovy technick\u00fdch i vysoko\u0161kolsk\u00fdch pracovn\u00edkov v meteorologii.<\/span><\/li><\/ol><p class=\"rtejustify\"><span style=\"color: #003366;\">Medzin\u00e1rodn\u00e1 rada v\u011bdeck\u00fdch odborov a Medzin\u00e1rodn\u00fd zv\u00e1z pre geod\u00e9ziu a geofyziku v spolupr\u00e1ci s SMO maj\u016f v r\u00e1mci glob\u00e1lneho poveternostn\u00e9ho v\u00fdskun\u00e9ho programu (GARP) za \u00falohu skoordinova\u0165 mno\u017estvo v\u00fdskumn\u00fdch \u00faloh a vybudova\u0165 st\u0159edisko pre v\u00fdm\u011bnu sk\u00fasenost\u00ed a v\u00fdsledkov v\u00fdskumov. Ak meteoro\u00adl\u00f3gia, ako exaktn\u00e1 veda o \u017eivotnom prost\u0159ed\u00ed m\u00e1 splnit&#8217;povin\u00adnosti, na takej \u00farovni, ako to spolo\u010dnos\u0165 o\u010dak\u00e1va, mus\u00ed by\u0165 jej rozvoj\u016f v\u011bnovan\u00e1 v\u00e1\u010d\u0161ia v\u0161estrann\u00e1 pozornos\u0165 ne\u017e tomu bolo doposial. Hydrometeorologick\u00e1 slu\u017eba sa bude usilovat&#8217; mierou, ktor\u00e1 odpoved\u00e1 stavu v\u011bdeck\u00fdch poznatkov a materi\u00e1lnych mo\u017enost\u00ed tieto \u00falohy \u010do najlep\u0161ie splni\u0165. Symp\u00f3zium uk\u00e1zalo, \u017ee chu\u0165 i schopn\u00fdch odborn\u00edkov k splneniu t\u00fdchto \u00faloh m\u00e1me.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Pova\u017eujeme si pri tejto p\u0159\u00edle\u017eitosti za povinnost&#8217; po\u010fakova\u0165 v\u0161etk\u00fdm pracovn\u00edkom \u00fastavu, ktor\u00ed po mnoho rokov kl\u00e1dli z\u00e1ujmy meteorologickej slu\u017eby pred svoje osobn\u00e9 z\u00e1ujmy a svojou pr\u00e1cou p\u0159isp\u011bli k rozvoj\u016f na\u0161ej meteorol\u00f3gie.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V \u00favode n\u00e1\u0161ho sl\u00e1vnostn\u00e9ho zhroma\u017edenia spomenuli sme v\u00fdznamn\u00e9 osobnosti, ktor\u00e9 polo\u017eili z\u00e1klady \u010deskoslovenskej meteorol\u00f3gie; na z\u00e1v\u011br na\u0161ich osl\u00e1v dovolte mi spomen\u00fa\u0165 viac ako 5000 \u010dlenn\u00fa arm\u00e1du tu nemenovan\u00fdch dobrovol\u00adn\u00fdch i profesion\u00e1lnych nad\u0161en\u00fdch meteorol\u00f3gov amat\u00e9rov, z ktor\u00fdch mnoh\u00ed po cel\u00e1 desa\u0165ro\u010dia velmi sv\u011bdomit\u00e9 mnoho\u00adkr\u00e1t v da\u017edi, mraze a fujavici, bez ohradu na svoje osobn\u00e9 pohodlie, za minim\u00e1lnu finan\u010dn\u00fa \u00fahradu, z\u00edskavaj\u00fa n\u00e1m cenn\u00e9 \u00fadaje pot\u0159ebn\u00e9 pre na\u0161e n\u00e1rodn\u011b hospod\u00e1rstvo i dal\u0161\u00ed rozvoj meteorol\u00f3gie. Tak ako hlavnou \u00falohou polnohospod\u00e1\u00adrov je p\u011bstovat obilie, tak hlavnou \u00falohou na\u0161ej dobrovolnej i profesion\u00e1lnej siete stanic je z\u00edsk\u00e1vat \u00fadaje o stave atmosf\u00e9\u00adry. Ak n\u00e1m teda z\u00e1le\u017e\u00ed na kvalit\u011b na\u0161ej pr\u00e1ce, mus\u00edme ma\u0165 na z\u0159eteli nielen odborn\u00e9 kvality na\u0161ich zamestnancov, ktor\u00ed napozorovan\u00e9 \u00fadaje spracov\u00e1vaj\u00fa, ale aj odborn\u00e9 i osobn\u00e9 kvality na\u0161ich pozorovatel\u016fv a vybavenost&#8217; stanic. Dakujem v mene vedenia Hydrometeorologick\u00fdch \u00fastavov za obetav\u00fa pr\u00e1cu v\u0161etk\u00fdm pozorovatel\u016fm aktivn\u00fdm i t\u00fdm, ktor\u00ed s\u00fa u\u017e v d\u00f3chodku, zvl\u00e1\u0161t t\u00fdm, ktor\u00fdm za dlhodob\u00e9 slu\u017eby v meteorologii bola umo\u017en\u011bn\u00e1 \u00fa\u010dast&#8217; na na\u0161om symp\u00f3ziu.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Dakujem menovite v\u0161etk\u00fdm p\u0159edstavitel\u016fm hydrometeoro\u00adlogick\u00fdch a meteorologick\u00fdch slu\u017eieb socialistick\u00fdch krajin, ktor\u00ed pozorn\u00e9 sledovali v\u00fdklady referuj\u00facich o stave a per\u00adspektiv\u00e1ch meteorol\u00f3gie v \u010deskoslovensku a s\u00fa\u010dasne svojimi poznatkami aktivn\u011b p\u0159isp\u011bli k vy\u0161\u0161ej \u00farovni n\u00e1\u0161ho rokovania.
