Sv\u011btov\u00e1 meteorologick\u00e1 organiz\u00e1cia, ktor\u00e1 koordinuje a usm\u011br\u0148uje t\u00fato spolupr\u00e1cu, p\u0159ipravuje na september 1973 celosv\u011btov\u00e9 oslavy 100-ro\u010dn\u00e9ho jubilea vzniku Medzin\u00e1rodnej meteorologickej organiz\u00e1cie, z ktorej v roku 1951 vznikla SMO. Dohovory Lipskej konferencie, uskuto\u010dnenej z iniciativy K. Bruhnsa, K. Jel\u00ednka a H. Wilda, boli z\u00e1kladom pre vznik tejto organiz\u00e1cie. Lipsk\u00e1 konferencia po prv\u00fd kr\u00e1t prerokovala a pos\u00fadila cel\u00fd rad z\u00e1kladn\u00fdch ot\u00e1zok ako napr.: zavedenie jednotn\u00e9ho metrick\u00e9ho syst\u00e9mu v meteorologickej praxi; niektor\u00e9 aspekty unifik\u00e1cie pr\u00edstrojov a met\u00f3d merania (zavedenie aneroidn\u00fdch tlakomerov na staniciach II. tr., zavedenie meteoro\u00adlogick\u00fdch b\u00fadok atd.); mo\u017enosti v\u00fdm\u011bny publik\u00e1cii a ro\u010deniek apod. V Lipsku bolo rozhodnut\u00e9 usporiada\u0165 kongres, ktor\u00fd by polo\u017eil organiza\u010dn\u011b z\u00e1klady trvalej medzin\u00e1rodnej spolupr\u00e1ci v meteorologii, s\u00fa\u010dasne bol vypracovan\u00fd program prv\u00e9ho (Viede\u0148 1873) a \u010diasto\u010dne i druh\u00e9ho (R\u00edm 1879) meteorologick\u00e9ho kongresu. Za \u00fa\u010delom p\u0159\u00edpravy pl\u00e1novan\u00e9ho kongresu bol vytvo\u00ad\u0159en\u00fd st\u00e1ly v\u00fdbor, ktor\u00e9ho \u010dlenmi boli inici\u00e1to\u0159i Lipskej konfe\u00adrencie. St\u00e1ly v\u00fdbor v zmysle doporu\u010den\u00ed dal\u0161\u00edch kongresov pokra\u010doval v svojej \u010dinnosti a v kone\u010dnom d\u00f3sledku bol z\u00e1kladom pre vznik teraj\u0161ieho v\u00fdkonn\u00e9ho v\u00fdboru SMO.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">Pri p\u0159\u00edle\u017eitosti 100. v\u00fdro\u010dia Lipskej konferencie usporiadala v d\u0148och 26.\u201430. 9. 1972 v Lipsku Meteorologick\u00e1 slu\u017eba NDR v spolupr\u00e1ci s Meteorologickou spolo\u010dnos\u0165ou NDR odborn\u00fa konferenciu, ktorej sa z\u00fa\u010dastnili i z\u00e1stupcovia hydrometeorolo\u00adgick\u00fdch slu\u017eieb socialistick\u00fdch krajin. Konferencia bola otvoren\u00e1 sl\u00e1vnostn\u00fdm zhroma\u017eden\u00edm, v\u011bnovan\u00fdm oslav\u00e1m 100-ro\u010dn\u00e9ho jubilea. Odborn\u00fd program konferencie bol zameran\u00fd na ot\u00e1zky:<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">1. <em>Komplexn\u00e1 automatiz\u00e1cia s\u00fastredenia a spracovania meteoro\u00adlogick\u00fdch \u00fadajov.<\/em> Najd\u00f3le\u017eitej\u0161ou \u010drtou procesu automatiz\u00e1cie je, \u017ee sa mu mus\u00ed podriadi\u0165 cel\u00fd informa\u010dn\u00fd proces meteorologickej slu\u017eby. Prev\u00e1dzkov\u00e1 logika opera\u010dn\u00e9ho syst\u00e9mu automatiz\u00e1cie sa \u010dlen\u00ed do dvoch subsyst\u00e9mov: \u201eReal-Time&#8221; a \u201eNon-Real-Time&#8221;.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V subsyst\u00e9me \u201eReal-Time&#8221; s\u00fa spracovan\u00e9 \u00fadaje s\u00favisiace s kr\u00e1tkodobou predpovedou po\u010dasia. Anal\u00fdza s\u00fa\u010dasn\u00fdch pod-mienok ukazuje, \u017ee v nasleduj\u00facich rokoch numerick\u00e9 a Statis\u00adtick\u00e9 metody kr\u00e1tkodobej predpovede sa bud\u00fa rozv\u00edja\u0165, pri zachovan\u00ed synoptick\u00fdch met\u00f3d. \u00da\u010deln\u00fdm sa jav\u00ed zav\u00e1dzanie tzv. \u201eLehralgorytmov&#8221;, pomocou ktor\u00fdch na jednej stran\u011b mo\u017eno z\u00edska\u0165 automatizovan\u00fa predpoved poveternostn\u00fdch javov, na druhej stran\u011b pomocn\u00e9 inform\u00e1cie k ulah\u010deniu a k zefent\u00edvneniu synoptick\u00fdch p\u0159edpov\u011bd\u00ed. V perspekt\u00edvnom pl\u00e1ne komplexnej automatiz\u00e1cie meteorol\u00f3gie velk\u00e1 d\u00f3le\u017eitos\u0165 sa p\u0159ipisuje v\u00fdstavb\u011b syst\u00e9mu dialkove spracovan\u00fdch \u00fadajov v region\u00e1lnych a sv\u011btov\u00fdch centr\u00e1ch po\u010dasia.<\/span><\/p><\/div><p class=\"rtejustify\"><span style=\"color: #003366;\">Subsyst\u00e9m \u201eNon-Real-Time&#8221; zahrnuje vypracovanie dlhodob\u00fdch inform\u00e1ci\u00ed o po\u010das\u00ed, klimatick\u00e9 spracovania a rie\u0161enie v\u00fdskumn\u00fdch \u00faloh. S\u00fastre\u010fovanie v\u00fdchodiskov\u00fdch \u00fadajov pre tieto oper\u00e1cie vy\u017eaduje automatiz\u00e1ciu z\u00edsk\u00e1van\u00fdch \u00fadajov v n\u00e1 rodn\u00fdch meteorologick\u00fdch sie\u0165ach. V z\u00e1ujme efent\u00edvnosti tohto subsyst\u00e9mu, ako neodmysliteln\u00e1 podmienka pre organizovanie r\u00fdchlo funguj\u00facej a v\u00fdkonnej meteorologickej slu\u017eby, sa jav\u00ed vybudovanie banky meteorologick\u00fdch \u00fadajov.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">K ot\u00e1zk\u00e1m automatiz\u00e1cie v meteorologii odzneli 3 refer\u00e1ty; Jeden refer\u00e1t (W. H\u00f3hne) sa t\u00fdkal dal\u0161\u00edch tendenci\u00ed v\u00fdvoja auto\u00admatick\u00fdch meteorologick\u00fdch stanic, ktor\u00fd sa jav\u00ed v\u00fdznamn\u00fdm z hladiska rie\u0161enia \u010diastkovej \u00falohy 01 \u0160t\u00e1tnej \u00falohy P 04-331-054 Jednotn\u00fd automatizovan\u00fd informa\u010dn\u00fd syst\u00e9m HMS \u010cSSR.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">2. <em>R\u00e1dioloka\u010dn\u00e1 meteorol\u00f3gia<\/em> \u2014 Poveternostn\u00e9 radary otvorili nov\u00e9 v\u00fdhlady v meteorologii pri poznan\u00ed mechanizmu vzniku oblakov a s nimi s\u00favisiacimi lejakmi, b\u00farkami, krupobit\u00edm a dali nov\u00e9 mo\u017enosti pre skvalitnenie p\u0159edpov\u011bd\u00ed nebezpe\u010dn\u00fdch javov po\u010dasia. Vyvinut\u00e9 metodiky interpret\u00e1cie inform\u00e1ci\u00ed z povete-nostn\u00fdch radarov d\u00e1vaj\u00fa mo\u017enos\u0165 v\u00fdskumu poveternostn\u00fdch procesov, ktor\u00fd je zameran\u00fd dvomi smermi:<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">\u2013 Pou\u017eitie \u00fadajov meteorologick\u00e9ho radaru pre kr\u00e1tkodob\u00e9 v\u00fdstra\u017en\u00e9 \u00fa\u010dely.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">\u2013 Pou\u017eitie \u00fadajov siete meteorologick\u00fdch radarov pre predpoved nebezpe\u010dn\u00fdch javov po\u010dasia (krupobitie, b\u00farky, povodn\u011b v mal\u00fdch povodiach), ktor\u00e9 s\u00fa spojen\u00e9 s oblakmi nad rozsiahlymi oblas\u0165ami na 24 hodin.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V tematickej skupin\u011b radarovej meteorol\u00f3gie odznelo 6 refer\u00e1tov; za \u010cSSR predniesol refer\u00e1t dr. Podhorsk\u00fd na t\u00e9mu: S\u00fa\u010dasn\u00e9 probl\u00e9my r\u00e1dioloka\u010dnej meteorol\u00f3gie v \u010cSSR.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V priebehu konferencie prebiehalo trojstrann\u00e9 stretnutie p\u0159ed\u00adstavitel\u016fv HMS\/MS \u010cSSR, NDR a PER (ako pozorovatelia sa z\u00fa\u010dastnili experti zo ZSSR a Madarska). Stretnutie sa uskuto\u010dnilo na z\u00e1klade doporu\u010denia IV. Konferencie riaditelov v Ulan B\u00e1tore, jeho cielom bolo vypracovanie doporu\u010denia pre v\u00fdstavbu jednotnej siete meteorologick\u00fdch radarov\u00fdch pozoro\u00advan\u00ed. Na z\u00e1v\u011br stretnutia bol vypracovan\u00fd a schv\u00e1len\u00fd protokol, ktor\u00fd doporu\u010duje:<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">\u2013 Vzdialenos\u0165 medzi dvomi meteorologick\u00fdmi radarmi by mala by\u0165 maxim\u00e1ln\u011b 250 \u2014 300 km.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">\u2013 Doporu\u010duje sa, aby v \u010cSSR boli vybudovan\u00e9 radarov\u00e9 pracovisk\u00e1 okrem Prahy a Bratislavy aj na Koj\u0161ovskej holi a na Lysej hore. Rovnak\u00e9 doporu\u010denia boli uroben\u00e9 aj pre ostatn\u011b krajiny.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">3. <em>Dru\u017eicov\u00e1 meteorol\u00f3gia<\/em> \u2014 V tejto tematickej skupin\u011b odznelo 9 refer\u00e1tov, v\u011bnovan\u00fdch r\u00f3znym probl\u00e9mom, ako napr.: orografick\u00e9 efekty na dru\u017eicov\u00fdch fotografi\u00e1ch; vyhodnotenie zr\u00e1\u017eok z dru\u017eicov\u00fdch obrazov; porovnanie radia\u010dn\u00fdch \u00fadajov z dru\u017e\u00edc a v\u00fdpo\u010dtu; o vertik\u00e1lnom rozd\u011blen\u00ed oz\u00f3nu v atmosf\u00e9\u0159e; vyu\u017eit\u00ed \u00fadajov, z\u00edskan\u00fdch pomocou dru\u017e\u00edc pri progn\u00f3ze meteorologick\u00fdch procesov a pod. Zvl\u00e1\u0161tna pozornos\u0165 bola v\u011bnovan\u00e1 v\u00fdsledkom v\u00fdskumu a interpret\u00e1cii inform\u00e1ci\u00ed, z\u00edskan\u00fdch z meteorologick\u00fdch dru\u017e\u00edc syst\u00e9mu \u201eMeteor&#8221;. \u010ealej boli prediskutovan\u00e9 v\u00fdsledky teoretick\u00fdch a experiment\u00e1lnych pr\u00e1c zameran\u00e9 na roz\u0161\u00edrenie komplexu prvkov pozorovan\u00fdch dru\u017eicami a ich vyu\u017eitiu v prak-tickej \u010dinnosti.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">4. Mezometeorol\u00f3gia a interpret\u00e1cia numerick\u00fdch p\u0159edpov\u011bd\u00ed po\u010dasia. \u00davodom k tejto tematickej skupin\u011b prehovoril dr. E. L Tolstikov, n\u00e1m. riaditela HMS ZSSR, p\u0159edseda v\u00fdboru pre Glob\u00e1lny atmosf\u00e9rick\u00fd v\u00fdsk\u016fm v ZSSR. Informoval \u00fa\u010dastn\u00edkov o p\u0159ipravovan\u00fdch podujatiach SMO, zameran\u00fdch na v\u00fdsk\u016fm glob\u00e1lnych atmosf\u00e9rick\u00fdch procesov. Od 15. j\u00fana do 30. sept. 1974 uskuto\u010dn\u00ed sa v oblasti Atlantick\u00e9ho oce\u00e1nu tzv. \u201etropick\u00fd experiment&#8221;, zd\u00f3raznil nutnos\u0165 zapojenia sa odborn\u00edkov soc. krajin v tomto podujat\u00ed.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V ejto tematickej skupin\u011b bolo prerokovan\u00fdch 10 refer\u00e1tov, zameran\u00fdch k probl\u00e9mom: mezomeradlov\u00e9ho numerick\u00e9ho modelovania; algorytmov pre kr\u00e1tkodob\u00fa predpoved zr\u00e1\u017eok; pred\u00adpovede na 3\u20144 dni na z\u00e1klade \u0161tatistickej interpret\u00e1cie v\u00fd\u0161kov\u00fdch prognostick\u00fdch m\u00e1p. Diskusia sa zamerala na rozbor po\u017eiadaviek automatiz\u00e1cie spracovania inform\u00e1ci\u00ed, interpret\u00e1ciu v\u00fdsledkov v praktickej \u010dinnosti a probl\u00e9my, ktor\u00e9 je pot\u0159ebn\u00e9 v s\u00fa\u010dasnosti nevyhnutn\u00e9 rie\u0161i\u0165. Posledn\u00fd refer\u00e1t (K. Balzer) bol zameran\u00fd na mo\u017enosti zv\u00fd\u0161enia efektivnosti meteorologickej slu\u017eby pre n\u00e1\u00adrodn\u011b hospod\u00e1rstvo.
