Stalo se tak v N\u011bmecku na podn\u011bt zakladatele aerologie a tehdej\u0161\u00edho \u0159editele Kr\u00e1lovsk\u00e9 prusk\u00e9 aeronautick\u00e9 observato\u0159e v Lindenbergu, Richarda Assmanna (1845\u20131918). P\u016fvodn\u00edm vzd\u011bl\u00e1n\u00edm l\u00e9ka\u0159, kter\u00e9ho meteorologov\u00e9 znaj\u00ed p\u0159edev\u0161\u00edm podle p\u0159enosn\u00e9ho ventilovan\u00e9ho psychrometru, kter\u00fd zkonstruoval, p\u0159edlo\u017eil v roce 1910 c\u00edsa\u0159i Vil\u00e9movi II. dopis, v n\u011bm\u017e navrhoval z\u0159\u00edzen\u00ed s\u00edt\u011b pilotovac\u00edch a bou\u0159kov\u00fdch hl\u00e1sn\u00fdch m\u00edst a v\u00fdstra\u017en\u00e9 slu\u017eby pro meteorologick\u00e9 zabezpe\u010dov\u00e1n\u00ed vzducholodn\u00ed dopravy. V t\u00e9 dob\u011b ji\u017e v N\u011bmecku \u00fasp\u011b\u0161n\u011b fungovala spole\u010dnost DELAG spojen\u00e1 s podnikem Ferdinanda hrab\u011bte Zeppelina (1838\u20131917), kter\u00e1 provozovala nepravidelnou dopravu osob i po\u0161ty. Jej\u00edmi nejv\u011bt\u0161\u00edmi nep\u0159\u00e1teli byla bou\u0159kov\u00e1 \u010dinnost (nosn\u00fdm plynem vzducholod\u00ed byl v\u00fdbu\u0161n\u00fd vod\u00edk) a siln\u00fd n\u00e1razov\u00fd v\u00edtr, jen\u017e st\u011b\u017eoval \u010di znemo\u017e\u0148oval jak let, tak vzlet a p\u0159ist\u00e1n\u00ed. Z toho d\u016fvodu byl Assmann\u016fv n\u00e1vrh s povd\u011bkem p\u0159ijat a v roce 1911 leteck\u00e1 meteorologick\u00e1 slu\u017eba zah\u00e1jila \u010dinnost.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">V tomto roce uplynulo 90 let od <strong>zalo\u017een\u00ed \u010deskoslovensk\u00e9 leteck\u00e9 pov\u011btrnostn\u00ed slu\u017eby<\/strong>. Vznikla v roce 1921 jako sou\u010d\u00e1st St\u00e1tn\u00edho \u00fastavu meteorologick\u00e9ho v Praze a byla financov\u00e1na z prost\u0159edk\u016f Ministerstva ve\u0159ejn\u00fdch prac\u00ed, kter\u00e9 bylo nejvy\u0161\u0161\u00edm \u00fa\u0159adem pro civiln\u00ed letectv\u00ed \u010cSR. Bylo to brzy po z\u0159\u00edzen\u00ed meteorologick\u00e9ho \u00fastavu (prosinec 1919) i pot\u00e9, co za\u010dala pravideln\u00e1 civiln\u00ed leteck\u00e1 doprava v \u010ceskoslovensku (podzim 1920). Francouzsko-rumunsk\u00e1 vzduchoplaveck\u00e1 spole\u010dnost provozuj\u00edc\u00ed linku z Pa\u0159\u00ed\u017ee p\u0159es \u0160trasburk do Prahy se op\u00edrala jen o zpr\u00e1vy francouzsk\u00fdch a n\u011bmeck\u00fdch stanic a informace o po\u010das\u00ed u n\u00e1s jen v\u00edcem\u00e9n\u011b improvizovala, proto\u017ee \u010dty\u0159i pov\u011btrnostn\u00ed stanice S\u00daM pod\u00e1valy zpr\u00e1vy jen jednou denn\u011b, a to 7 hodin r\u00e1no. V dal\u0161\u00edch term\u00ednech pro leteck\u00e9 \u00fa\u010dely pozorovala po\u010das\u00ed jen vojensk\u00e1 pov\u011btrnostn\u00ed v Kbel\u00edch u Prahy. Netrvalo v\u0161ak ani 10 rok\u016f a \u010ds. leteck\u00e1 meteorologie disponovala dostate\u010dn\u011b hustou s\u00edt\u00ed stanic rozm\u00edst\u011bn\u00fdch pod\u00e9l letov\u00fdch cest, kter\u00e1 se skl\u00e1dala z civiln\u00edch a vojensk\u00fdch m\u00edst i hl\u00eddek telegrafn\u00edch \u00fa\u0159ad\u016f. Byla dokonale zorganizov\u00e1na a vedena odborn\u00edky, mezi kter\u00fdmi vynikl hlavn\u011b Gustav Swoboda (1893\u20131956).<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">P\u0159ed 60 lety, v roce 1951, se konal 1. kongres Sv\u011btov\u00e9 meteorologick\u00e9 organizace a byla <strong>zalo\u017eena Komise pro leteckou meteorologii WMO (CAeM)<\/strong> jako jedna z 8 technick\u00fdch komis\u00ed. Jej\u00edmi \u00fakoly je zaji\u0161\u0165ovat rozvoj meteorologie pro leteck\u00e9 pot\u0159eby v\u010detn\u011b v\u00fdzkumu, prosazovat standardizaci v leteck\u00e9 meteorologii a b\u00fdt &#8220;sty\u010dnou d\u016fstojnic\u00ed&#8221; mezi Sv\u011btovou meteorologickou organizac\u00ed a Mezin\u00e1rodn\u00ed organizac\u00ed pro civiln\u00ed letectv\u00ed (ICAO). Navazuje na \u010dinnost p\u0159edchoz\u00ed Komise pro aplikaci v meteorologie v civiln\u00edm letectv\u00ed (CAMAN), kter\u00e1 vznikla v roce 1920, kdy\u017e tehdej\u0161\u00ed nevl\u00e1dn\u00ed Mezin\u00e1rodn\u00ed meteorologick\u00e1 organizace (IMO) si uv\u011bdomila \u00fazkou vazbu mezi meteorologi\u00ed a rychle se rozv\u00edjej\u00edc\u00edm civiln\u00edm letectv\u00edm a tak\u00e9 nutnost meteorologick\u00e9ho zabezpe\u010dov\u00e1n\u00ed let\u016f. Sou\u010dinnost mezi meteorologickou a leteckou \u010dinnost\u00ed zaji\u0161\u0165uje smlouva o spolupr\u00e1ci nazvan\u00e1 &#8220;Working Arrangement&#8221;, kterou WMO a ICAO uzav\u0159ely v lednu 1954.<\/span><\/p><p class=\"rtejustify\"><span style=\"color: #003366;\">P\u0159i p\u0159\u00edle\u017eitosti uveden\u00fdch jubile\u00ed blahop\u0159ejeme panu RNDr. Bohumilu Techlovsk\u00e9mu, vedouc\u00edmu Odboru leteck\u00e9 meteorologie \u010cHM\u00da a v\u0161em jeho pracovn\u00edk\u016fm a p\u0159ejeme jim dal\u0161\u00ed \u00fasp\u011bchy v pr\u00e1ci i soukrom\u00e9m \u017eivot\u011b.<\/span><\/p><p class=\"rteright\"><span style=\"color: #003366;\"><em>Karel Kr\u0161ka, V\u011bstn\u00edk \u010cMeS 2011\/1, \u010derven 2011<\/em><\/span><\/p><\/div><\/div><\/div><\/div>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Lete\u010dt\u00ed meteorologov\u00e9 maj\u00ed d\u016fvod k oslav\u00e1m P\u0159edn\u011b proto, \u017ee v tomto roce (2011) je tomu 100 rok\u016f, co vznikla prvn\u00ed leteck\u00e1 meteorologick\u00e1 slu\u017eba na sv\u011bt\u011b.
